The Department of Trade, Industry and Competition (the dtic) invites South African agro-processing and beneficiation enterprises to apply for the Agro-Processing Support Scheme (APSS). This cost-sharing grant is designed to stimulate investment that delivers increased capacity, employment creation, modernised equipment, competitiveness improvements, and broader participation in the sector.
Scheme Benefits and Funding Levels
The APSS offers a 20% to 30% cost-sharing grant up to a maximum of R20 million over a two-year investment period. The last claim must be submitted within six months after the final approved milestone. An additional 10% grant may be considered for projects meeting all economic benefit criteria, including employment, transformation, geographic spread, and local procurement. The maximum grant may be used across a combination of investment costs, provided the applicant presents a sound business case.
Eligibility Criteria for Applicants
Applicants must meet the following requirements:
- Submit a completed application form and a detailed business plan with agro-processing activities, budget plans, and projected income statements and balance sheets for at least three years.
- Applications must be submitted before starting any processing or beneficiation activities. Assets bought or costs incurred before applying are non-qualifying.
- Existing entities must submit latest financial statements, reviewed by an independent external auditor, not older than 18 months.
- Approved entities may not reduce employment levels from the average of the 12 months prior to application, and must maintain these levels throughout the incentive period.
Important Announcement: New Online Incentive Solution (OIS)
Effective 1 June 2026, the dtic has implemented the new Online Incentive Solution (OIS). All APSS applications must be submitted via the OIS portal. The dtic will no longer accept emailed applications.
Mandatory Online Submission Process
Effective 1 June 2026, the dtic mandates that all APSS applications be submitted exclusively via the new Online Incentive Solution (OIS) portal. Emailed applications will no longer be accepted.
