The City of Mbombela invites experienced event management service providers to submit bids for the coordination and execution of the State of the City Address (SOCA). This prestigious municipal event will be hosted at the uMjindi Community Hall on 26 June 2026, requiring seamless logistics, high-quality catering, and professional audio-visual support.

Event Overview and Scope of Services

The appointed service provider will manage the end-to-end execution of the SOCA. Key deliverables include:

  • Comprehensive event coordination and management
  • Provision of catering and refreshments for attendees
  • Transport logistics for guests and officials
  • Supply and operation of a public address system and loud hailing services

Mandatory Submission Guidelines

Bids must be submitted in a sealed envelope clearly marked with the bid number, project description, and closing date. Submissions must be deposited in the designated bid box at the Mbombela Civic Centre. Electronic, faxed, or late submissions will be strictly disqualified.

Compulsory Documentation

The following documents must be attached for the bid to be considered:

  • Valid Tax Compliance Status (TCS) Pin
  • Proof of company registration
  • Certified copies of business director(s)’ identity documents (not older than three months)
  • Full CSD registration report (not older than 30 days from closing date) – summary reports will not be accepted
  • Certified copy of appointment letter or purchase order with certified reference letter for catering services (200+ people)
  • Certified copy of appointment letter or purchase order with certified reference letter for audio systems
  • Certified copy of Certificate of Acceptability (CoA) for basic food safety and hygiene issued by Ehlanzeni District Municipality or equivalent (in the name of the business director/culinary leader)
  • Certified copy of qualification, certified ID copy, and comprehensive CV of the project leader (minimum three years’ experience in food handling; minimum certificate qualification)

Evaluation and Preference Points

Proposals will be adjudicated using the 80/20 preference point system. Price accounts for 80 points, while 20 points are allocated for specific goals, including preference for Exempted Micro Enterprises (EMEs) located within the eMjindi/Barberton areas.
