The Eastern Cape Department of Health (ECDoH) invites qualified flooring contractors to submit quotations for a rate-based contract for the repair and maintenance of flooring at Frere Hospital in East London. This 12-month agreement, valued up to R1 million, ensures that critical healthcare facilities maintain safe, hygienic, and professional environments for patients and staff.
Scope of Works and Deliverables
The appointed service provider will render flooring maintenance services on an “as and when needed” basis. Works will be executed via official Works Orders issued by the hospital’s project manager. Key deliverables include:
- Supply and installation of standard hospital finishes, including Berber Point carpeting
- Comprehensive flooring repairs using approved materials
- Monthly invoicing based on completed job cards and agreed unit rates
Mandatory Non-Negotiable Requirements
Bidders must comply with all of the following. Failure to comply results in disqualification.
- Registration Certificate with Masters Builders Association OR valid registration with NHBRC (attach copy of either)
- CIDB grading certificate – minimum 1GB (attach certificate)
- Proof of Workmen’s Compensation – DoL or FEM (registration letter or letter of good standing)
- 3 contactable references on vinyl and carpeting work with contract values between R500,000 and R1,000,000, not older than five (5) years
Evaluation and Preference Criteria
Quotations will undergo a rigorous multi-stage evaluation process:
- Stage 1: Administrative compliance
- Stage 2: Compliance with non-negotiable requirements
- Stage 3: Risk analysis
- Stage 4: Price (80 points) and Specific Goals (20 points) Bidders must complete SBD 6.1 and attach relevant B-BBEE supporting documents to claim preference points.
Mandatory Submission Guidelines
The ECDoH mandates that all submissions be made exclusively via the National Treasury e-Tender Portal. Hard copy or emailed submissions will not be accepted. Bidders are urged to carefully review the RFQ document to ensure full compliance with all stated requirements and general conditions of contract.
