This four-month rate-based contract aims to ensure a consistent, high-quality nutritional supply for patients, addressing previous market shortfalls by utilizing the national e-Tender Portal to attract a broader pool of capable suppliers.

Tender Overview

The successful bidder will be appointed to supply and deliver essential dairy products on an as-and-when-required basis. Suppliers must demonstrate the capacity to adhere to strict hygiene measures and product specifications throughout the four-month contract period.

Scope of Work – Dairy Products Required

The successful supplier will supply and deliver the following dairy products to Frere Hospital. All products must be delivered according to specifications for temperature, transportation, and delivery times. The Department reserves the right to conduct unannounced inspections of production processes, products, and premises.

Yoghurt (100ml containers – 7,400 units/month)

  • Grade A – Good Quality; low fat; contains AB cultures; no separation
  • Packaged in strong sealed plastic tubes; labelled with product name, sell-by date, production date, company details
  • Transported at 0-5°C; delivered at ≤7°C; delivery times 8:00-12:45 & 14:00-15:30; delivered once a week (Mondays)

Maas / Amasi (500ml bottles – 4,500 units/month)

  • Made from pasteurized milk; low fat; no signs of separation; pale yellow to white colour, thick and fresh smell
  • Packaged in bottles with product name, sell-by date, production date, company details
  • Transported refrigerated at 0-5°C; delivered at ≤7°C; delivered once a week (Mondays and Thursdays)

Margarine (Lite) (500g bricks – 715 units/month)

  • Grade A – Good Quality; yellow in colour, wrapped in foil; nutritional value on cover; free from odours, tastes, and mould growth
  • Packaged in foil wrap and cardboard box
  • Transported at 0-5°C; delivered at ≤7°C; delivered once a week (Mondays)

Cheese (Cheddar) (320 kg/month)

  • Grade A – Good Quality; curd of milk; texture soft to semi-soft
  • Vacuumed package with product name, weight, nutritional information, expiry date
  • Transported at 0-5°C (cooled, not just insulated); delivered at ≤7°C; delivered once a week (Mondays)

Mandatory Digital Submission Process

To ensure transparency and attract quality responses, the Department mandates that all quotations be submitted exclusively via the National Treasury e-Tender Portal. Email, fax, and physical submissions will be strictly disqualified.

Evaluation and Preference Criteria

Quotations will be evaluated using the 80/20 preferential procurement system. Eighty points are allocated for price competitiveness, while 20 points are awarded for specific goals, including B-BBEE status and local economic participation. Bidders must complete SBD 6.1 and attach relevant supporting documents.
