The Department of Forestry, Fisheries and the Environment (DFFE) has issued a Request for Quotation (RFQ) for a motivational speaker to facilitate a leadership engagement session for Assistant Directors, Middle Management, and Senior Managers. The Departmental Learning Network serves as a platform for dialogue, learning, and interaction on leadership and management development.

Topic & Scope of the Session

The speaker will deliver a one‑hour keynote presentation on:
“The Role of Digital Transformation and Artificial Intelligence in Developing Ethical Leadership within the Public Service.”

The speaker must engage participants through practical and thought‑provoking discussion, addressing:

  • How digital transformation and AI can support the Public Service
  • The importance of ethics in digital leadership
  • Capacity building and leadership development through technology
  • The role of managers in responsible AI adoption and ethical leadership

Event details:

  • Audience: Approximately 100 officials
  • Date: 19 June 2026
  • Venue: Pretoria (exact venue to be confirmed by DFFE)
  • Catering and venue arrangements: to be coordinated by DFFE

Mandatory Requirement – Two Signed Reference Letters

Bidders must attach at least two (2) signed positive reference letters from clients where similar motivational speaking services were rendered. Each letter must:

  • Be on the client’s letterhead
  • Confirm completion of the services of a motivational speaker
  • Be dated and signed

Failure to submit the requested reference letters will lead to disqualification.

  • A formal quotation on official company letterhead (do not submit the RFQ document itself as a quotation) – including VAT, CSD MAAA number, accurate banking details, and validity period
  • Completed and signed SBD 4 (Bidder’s Disclosure)
  • Completed and signed SBD 6.1 (Preference Points Claim Form)
  • CSD registration report
  • Two signed reference letters (mandatory)

80/20 Preference Points System

  • Price: 80 points
  • Specific Goals: 20 points – awarded as a lump sum of 20 points if the bidder has more than 50% ownership by Black people or Women or people with disabilities. 0 points if 50% or below.

Proof required: SANAS/CIPC accredited B‑BBEE certificate or sworn affidavit, or CIPC Ownership Certificate. For disability claims: a medical certificate signed by a medical practitioner with a practice number.

Trusts, consortia, or joint ventures qualify if their average combined ownership exceeds 50% for the specific goal.
