The Cape Winelands District Municipality (CWDM) invites tenders for the supply and delivery of tools and equipment for a twelve-month period.
This open-tender opportunity, under number T 2026/037, is for a once-off contract covering various office, workshop, and maintenance items to be delivered to multiple locations across the district, including Stellenbosch, Paarl, Worcester, Ceres, and Robertson.
Scope of Supply
Bidders must quote on the following items (among others) with fixed unit prices valid for the full 12-month contract period:
- Non-magnetic white marker board (900mm x 1200mm) – 3 units
- Year planner magnetic white board (1200mm x 900mm) – 2 units
- 2-Pound sledge hammer (1.5kg) – 10 units
- Cooler box (26L capacity) – 25 units
- Blowtorch gas auto ignite – 25 units
- Digital food thermometer – 40 units
- 3-Step mobile safety ladder (150kg load rating) – 1 unit
- Round wall clock (30cm) – 6 units
- Loose carpet (2m x 3m and 2m x 4m) – 7 units total
- Umbrella (200cm x 200cm with base) – 10 units
- Rotating flip chart – 5 units
Mandatory Requirements for Bidders
All prospective bidders must ensure they are registered on both the CWDM’s Supplier Database and the Central Supplier Database (CSD) prior to the closing date.
Compulsory documents to submit:
- Valid Tax Compliance Status PIN
- Valid COIDA Letter of Good Standing (valid on closing date)
- CSD full registration report
- Certified copy of municipal rates account for the bidder and all directors (month preceding closure date)
- Certified copy of resolution authorising signatory (unless sole proprietor)
- Brochure of tools and equipment with specifications and clear pictures (non-submission renders bid non-responsive)
Failure to submit the following will result in zero preference points (not disqualification):
- B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs)
- Proof of locality (municipal account not older than 90 days, lease agreement, or bank letter confirming registered business address)
Evaluation & Preference Points (80/20 System)
The 80/20 preference point system applies. Specific goals (20 points) are allocated as:
- B-BBEE status level of contributor: 10 points (50% of 20)
- Locality – enterprise located in Western Cape Province: 5 points
- Locality – enterprise located in Cape Winelands District Municipal area: 5 points
General evaluation criteria: Compliance to specifications, value for money, capability to execute the contract, and PPPFA & associated regulations.
