Mbombela Local Municipality has issued Request for Bid COM40/2026 for the provision of ICT services over a 36-month period. Scope of Work – Comprehensive ICT Support
The tender covers the entire ICT lifecycle, including all existing and any new equipment, systems, and services deployed during the contract period – at no additional cost. Bidders must familiarise themselves with the environment (site visits allowed).

- Network: Cisco switches (WS-C2960, 3560, 3650 series), Cisco ISR routers, Cisco ASA firewalls, Cisco ISE, wireless controllers & bridges (Cisco, Cambium, Proxim)
- Operating Systems & Applications: MS Windows Server 2008‑2019, Redhat Linux, SQL Server 2008‑2022, Exchange 2013, ArcGIS, Venus Financial System, Solar Financial System, Orbit DMS, PayDay, Onsoft TrackIT, Cognos, Cisco Unified Communications, SharePoint 2013 & Online, plus many custom in‑house systems (Banners, BAS, eTEAS, TOPES, ROMS, etc.)
- End‑User Devices: 798 desktops/laptops/tablets (mainly Lenovo), 181 printers, 144 multi‑function devices
- IP Telephony: Cisco call managers, call centre, 720 IP phones, service routers
Key strategic project: The municipality is migrating to M365 – most applications, databases, and systems will move to the cloud (Azure platform, website platform, DMZ). The service provider must manage this transition and ongoing cloud environment.
Submission Requirements and Process
Bidders must submit complete proposals via the National Treasury eTender Portal. No compulsory briefing session will be held, so thorough review of all tender documents is essential. Proposals must address technical capability, financial viability, B-BBEE compliance, and relevant experience in municipal or public-sector ICT environments.
