  • Quotation on company letterhead with all pricing (VAT exclusive and inclusive)
  • Completed and signed Authority to Sign form – indicate enterprise status (Close Corporation/Company/Sole Proprietor/Partnership/Co-operative/Joint Venture)
  • Completed and signed SBD 4 (Bidder’s Disclosure)
  • Completed and signed SBD 6.1 (Preference Points Claim Form)
  • Valid Tax Compliance Status PIN (or CSD number if not available)
  • CSD registration number (MAAA) – mandatory; non-registration at closing time = disqualification
  • CSD report (full) – information on CSD will be used for verification
  • B-BBEE certificate or sworn affidavit (EMEs/QSEs) – to claim preference points
  • General Conditions of Contract (refer to attached annexure)

  • State the RFQ number in the email subject line
  • Submit quotations in PDF format only (compressed ZIP files accepted for large submissions)
  • Avoid sending multiple emails, as this will result in disqualification

Evaluation and Preference Points

Proposals will be assessed using the 80/20 preference point system. Eighty points are allocated for price competitiveness, with twenty points awarded for specific goals including BBBEE status, locality preference within uMgungundlovu District Municipality, and enterprise development contribution. Technical compliance and sample verification form part of the mandatory evaluation phases.
