Vhembe District Municipality invites suitably qualified and experienced service providers to submit bids for appointment to a panel of suppliers for the supply and delivery of stationery. This three-year contract aims to establish a reliable pool of vendors to meet the municipality’s ongoing administrative and operational needs.
Comprehensive Scope of Stationery Supply
The appointed supplier(s) will be responsible for supplying a wide range of stationery items as specified in the pricing schedule. The extensive list includes, but is not limited to:
- Office Stationery: Post-it notes, envelopes (C4, C5, C6), arch lever files, memo books, analysis books, file fasteners, clipboards, exam pads, and hanging files.
- Consumables: Batteries (AA, AAA), sellotape, bostick glue, correction fluid, rubber bands, and push pins.
- Technology Items: Memory sticks (8GB, 16GB, 32GB), multiport adapters, and extension cords.
- Toner Cartridges: Various Canon and HP toner models (e.g., 445 Canon Black, 446 Canon Colour, HP26 (cf226x), and Toner 932/933 setup cartridges).
- Registers and Books: Leave books, issue voucher books, log books, occurrence books, purchase requisition books, cheque requisition books, attendance registers, asset registers, access registers, and tender registers.
Functionality Evaluation with 75% Minimum Threshold
Bids will be evaluated using a functionality scoring system. Bidders must achieve a minimum threshold of 75% to proceed to the price and specific goals evaluation. The functionality criteria are as follows:
- Experience & References (60 points): 15 points per project for relevant experience in supplying stationery. Proof of experience must include a purchase order or appointment letter, along with a signed and stamped reference letter from the client. In the case of panel appointment letters, they must be accompanied by a purchase order.
- Financial Capacity (40 points): An undertaking from a financial institution to provide a revolving credit facility or proof of an overdraft facility in the name of the business, or proof of company capability to self-fund (bank statement or letter within 3 months).

Attendance at the compulsory briefing session is mandatory for bids to be considered.

Preferential Procurement and Specific Goals
Bids that meet the functionality threshold will be evaluated using an 80/20 preference point system, with 20 points allocated for specific goals as follows:
- HDI (10 points): Points for Historically Disadvantaged Individual ownership.
- Locality (4 points): 4 points for businesses within the Vhembe District, 2 points within Limpopo Province, 1 point within South Africa (verified via CSD report).
- Youth (2 points): Points for youth-owned enterprises.
- Women (2 points): Points for women-owned enterprises.
- Disability (2 points): Points for enterprises owned by persons with disabilities (doctor’s certificate required).
