Transnet Port Terminals (TPT), a division of Transnet SOC Ltd, invites qualified service providers to submit proposals for the provision of canteen services at the Port of Richards Bay. This Request for Proposal (PPA 103357 – TPT/2026/03/0243/3778/RFP) targets experienced catering operators capable of delivering comprehensive food and beverage services to port employees and stakeholders over a 36-month contract period.

Service Requirements and Deliverables

The appointed service provider will manage all aspects of canteen operations at the Richards Bay terminal, including:

  • Preparation and service of nutritious, culturally diverse meals for breakfast, lunch, and dinner
  • Management of dietary requirements including Halaal, vegetarian, and allergen-free options
  • Maintenance of hygienic food preparation and service environments compliant with health regulations
  • Inventory management, procurement of quality ingredients, and waste reduction initiatives
  • Staff training, uniform provision, and adherence to Transnet’s safety and security protocols

Eligibility and Compliance Criteria

Bidders must demonstrate:

  • Valid registration on the National Treasury Central Supplier Database (CSD)
  • Proven experience in institutional or industrial catering operations
  • Compliance with the Occupational Health and Safety Act and Food Safety Regulations
  • Valid Certificate of Good Standing from the Compensation Commissioner
  • B-BBEE verification certificate or sworn affidavit for preference point allocation

Submission Guidelines and Deadlines

Proposals must be submitted electronically via the Transnet e-Tendering Portal by 16:00 on Friday, 24 April 2026. Bidders are advised to upload submissions at least 24 hours before closing to avoid technical delays. Late, incomplete, or non-compliant proposals will not be considered. All pricing must be firm, quoted in South African Rand, and inclusive of VAT.

Evaluation and Preference Points

Proposals will undergo a two-stage evaluation process. Technical functionality assessment (minimum threshold applies) evaluates operational capability, menu planning, health and safety management, and staff competency. Successful bidders proceed to price and specific goals evaluation using the 80/20 preference point system under the Preferential Procurement Regulations 2022.
