Eligibility and Submission Criteria
Prospective bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proof of operating licence for passenger transport services
- Valid Certificate of Good Standing from the Compensation Commissioner
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Evidence of previous experience in municipal or institutional transport services
Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system under the Preferential Procurement Regulations 2022. Functionality assessment requires a minimum threshold before price evaluation. Specific goals allocation includes points for local enterprise participation within Emakhazeni, black ownership, women ownership, youth involvement, and disability inclusion.
