The Council for Scientific and Industrial Research (CSIR) invites qualified service providers to submit proposals for the provision of landscaping services across its Pretoria sites for a five-year period. This Request for Proposal (CSIR RFP 3726/24/04/2026) targets established landscaping contractors capable of delivering comprehensive grounds maintenance, horticultural services, and environmental stewardship at a leading African research institution.
Service Sites and Staffing Requirements
The contract covers multiple CSIR Pretoria locations including:
- Scientia Campus (main site with sports and recreation areas)
- International Convention Centre (ICC)
- Entabeni Lodge
- Paardefontein and Kloppersbos (North Pretoria sites)
Service providers must deploy a dedicated team comprising a Contract Manager with horticulture expertise, Site Supervisors, and 28 Groundsmen plus two roving maintenance teams. All personnel must wear company uniforms, safety footwear, and appropriate PPE during operations.
Mandatory Site Inspection Details
Attendance at the compulsory site inspection is mandatory for bid responsiveness. Bidders who fail to attend will be disqualified.

Submission Guidelines and Format
Proposals must be submitted electronically to tender@csir.co.za by 16:30 on Friday, 24 April 2026. For submissions exceeding 25MB, bidders may send multiple emails using the tender number and description as the subject line. Only firm prices in South African Rand (inclusive of VAT) will be accepted.
Evaluation Criteria and Scoring
Proposals undergo a two-stage evaluation:
- Technical functionality (minimum threshold applies) assessing company experience, contract manager credentials, SHE documentation, methodology, and staff welfare provisions
- Price and specific goals evaluation using the 80/20 preference point system under the Preferential Procurement Regulations 2022
