Rand West City Local Municipality invites suitably qualified service providers to submit quotations for the supply and delivery of road marking paints and road traffic signs. This three-year contract, operating on an “as and when required” basis, aims to ensure the municipality’s road infrastructure is maintained to the highest safety and visibility standards.

Comprehensive Scope of Road Marking and Traffic Sign Supplies

The appointed service provider will be responsible for the supply and delivery of a wide range of products, including:

  • Road Marking Paint: White, yellow, red, black, and grey road marking paints with glass beads, all complying with SANS 731-1:2015 and SANS 731-2:2015 standards. Paints must be quick-drying (not more than ten minutes) with a minimum lifespan of three months.
  • Road Traffic Signs: A comprehensive list of signs including Stop Signs (900mm and 600mm), Yield, No Entry, Speed Limit (80, 60), No Parking, Pedestrian Crossing, Children Crossing, and many more.
  • Other Supplies: Treated wooden poles, bolts, nuts, washers, rollers, brooms, spades, crowbars, traffic cones, gloves, stencils, and collapsible roadblock cones.

Mandatory Disqualifying Factor

Failure to submit certified copies of both SANS 731-1:2015 and SANS 731-2:2015 certificates of the specified goods will lead to disqualification. The certificate must be in the name of the supplier/manufacturer. If not, a letter of intent duly signed by the supplier/manufacturer with the certified certificates must be submitted.

Functionality Evaluation with 100-Point Threshold

Bidders must achieve a minimum score of 100 points out of 100 to proceed to the price evaluation stage:

  • Experience (50 points): Points awarded based on the number of appointment letters and purchase orders for similar projects (7 or more = 50 points).
  • Proof of Delivery and Quality (20 points): Points awarded for attaching manufacturer certificates for both paint and signs (10 points each). If not a manufacturer, a memorandum of agreement/letter of intent with the supplier is required.
  • Proof of Delivery Vehicle (30 points): Own light delivery vehicle (3.5 ton or higher) with a certified copy of the eNatis registration certificate in the company or director’s name.

Mandatory Submission Documents

Bidders must submit the following documents to be considered:

  • Valid quotation valid for at least ninety (90) days, inclusive of VAT.
  • Tax compliance PIN certificate.
  • CSD registration summary report.
  • Original BBBEE certificate, certified copy, or EME/QSE verified affidavit. A consolidated certificate is required for Joint Ventures.
  • To claim 20 points for specific goals, bidders must demonstrate at least 51% black ownership and at least 51% female ownership.
  • Copies of Company Registration and certified ID copies of managing directors.
  • Completed MBD forms (MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9).
  • Current municipal account statement reflecting no arrears for more than 3 months, or a valid lease agreement, or a SAPS affidavit.
  • A current municipal account statement for each director (if applicable).

Preferential Procurement and CSR Levy

The contract will be evaluated on an 80/20 preference point system:

  • Price (80 points): The lowest acceptable bid will score maximum points.
  • Specific Goals (20 points): Points allocated for at least 51% black ownership (10 points) and at least 51% women ownership (10 points).
    A 2% Corporate Social Responsibility (CSR) Levy, inclusive of VAT, will be deducted from all successful service providers. This levy supports education, socio-economic development, sports, arts, culture, and initiatives for differently abled and marginalised communities.
