The Limpopo Provincial Treasury invites qualified service providers to submit quotations for the supply, delivery, installation, and maintenance of hygienic products across multiple departmental buildings. This three-year contract aims to ensure compliant, environmentally responsible hygiene services at Ismini Tower, Finance House, Internal Audit buildings, and district offices in Mopani, Vhembe, Sekhukhune, Waterberg, and Lebowakgomo Training Centre.
Comprehensive Scope of Hygienic Services
The appointed service provider will be responsible for a full range of hygiene maintenance services across 131 restrooms/toilets. Key deliverables include:
- Monthly Services: Maintenance of 20L sanitary bins, replacement of sensor batteries, cleaning of containers, waste removal, and provision of waste disposal certificates from approved dumping sites.
- Sanitization: Monthly maintenance of urinary and toilet auto sanitizers, quarterly deep cleansing of bowls and urinals, and supply of new urinal mats.
- Eco-Friendly Products: Provision of environmentally friendly anti-bacterial and odor control solutions containing sanitact green formulation and essential oils. Bin liners must be 100% eco-friendly, biodegradable within six months, and coated with a sanitizing agent to slow bacterial growth.
- Battery Replacement: Replacement of batteries on all battery-operated equipment, including soap dispensers and auto sanitizers.
Mandatory Service Provider Requirements
Bidders must demonstrate compliance with regulatory and safety standards:
- Adherence to sanitary waste disposal regulations, the Occupational Health and Safety Act (Act 85 of 1993), Hazardous Biological Agents Regulations, and the National Environment Management Waste Act (Act 59 of 2008).
- Supply of SABS-approved equipment and consumables, and use of SANS-accredited chemicals.
- Staff must wear full company-branded uniforms with name tags and appropriate personal protective clothing (PPE).
- Submission of material safety data sheets for all chemicals used.
Compulsory Supporting Documentation
Failure to submit the following documents will invalidate the bid:
- Letter of Good Standing from the Office of the Compensation Commissioner (DoEL).
- Proof of Membership with the National Contract Cleaners Association (NCCA) or a related local body or association.
- Valid Tax Compliance Status PIN, CSD registration, and fully completed SBD forms (SBD 1, SBD 4, SBD 6.1).
- Quotation on company letterhead with a firm delivery period.
Evaluation Process and Preference Points
Bids will be evaluated in two phases:
- Phase 1 – Administrative Requirements: Bidders must submit all mandatory documentation. Failure to complete SBD 4 in full, particularly disclosing all related companies and directors, will lead to disqualification.
- Phase 2 – Price and Specific Goals: An 80/20 preference point system applies:
- Price (80 points): The lowest acceptable bid scores maximum points.
- Specific Goals (20 points): Points allocated for black ownership (7 points), women ownership (6 points), youth ownership (3 points), persons with disabilities ownership (2 points), and locality within Limpopo (2 points). Proof of ownership and locality is required.
