Kouga Local Municipality invites suitably qualified service providers to submit quotations for the supply, delivery, and installation of steel doors and gates at various municipal facilities. This request for quotation seeks CIDB registered contractors to enhance security and infrastructure across municipal buildings within the Kouga municipal area.

Comprehensive Scope of Steel Door Works

The appointed service provider will be responsible for the complete supply, delivery, and installation of steel doors as specified. The scope includes four distinct door types:

  • Heavy duty double door constructed with angle irons and galvanised sheet.
  • Heavy duty double door with square tubing or round bars and mesh.
  • Heavy duty single door with 25mm square tubing or round bars and mesh.
  • Heavy duty single door constructed with angle irons and galvanised sheet.

All materials, including sheets and steel, must be galvanised. After installation, all welding points must be touched up with cold galvanised spray.

Key Performance Indicators and Timelines

  • Delivery Period: Work must be completed within 7 working days from receipt of the official purchase order.
  • Quality Standards: Invoices will not be approved for payment if the work is unsatisfactory or if all rubble is not removed.
  • Defects Liability Period: 12 months from the date of the Certificate of Completion.
  • Penalty for Delay: R5,000 per day for failing to complete the works on time.

Bidders must submit the following completed documents to be declared responsive:

  • Authority for Signatory (1A), Declaration of Interest (1B), Declaration of Past SCM Practices (1C), and Preference Points Claim Form (1D).
  • Proof of CIDB registration (Grade 1GB or higher).
  • Original valid Tax Clearance Certificate and Tax Compliance Status PIN.
  • Municipal Billing Clearance Certificate.
  • Valid B-BBEE Status Level Verification Certificate or Sworn Affidavit.
  • Proof of CSD registration.

Preferential Procurement and Evaluation

The contract will be evaluated on an 80/20 preference point system:

  • Price (80 points): The lowest acceptable bid will score maximum points.
  • Specific Goals (20 points): Points allocated for B-BBEE Status Level Contributor (up to 10 points) and enterprise location (up to 10 points). Enterprises located within the Kouga Municipal boundary earn 10 points; within Sarah Baartman District Municipality earn 6 points; within the Eastern Cape earn 4 points; outside the Eastern Cape earn 1 point.
