Eskom Holdings SOC Ltd invites suitably qualified service providers to submit tenders for the transportation of day shift employees from Secunda to Tutuka Power Station. This “as and when required” contract spans a period of 60 months and requires reliable, compliant, and safe transport services for Eskom personnel.
Comprehensive Scope of Transport Services
The appointed service provider will be responsible for the complete transportation of day shift employees using four (4) fourteen-seater Toyota Quantum GL vehicles. Key requirements include:
- Valid Operating Licence: A valid Operator’s Permit issued by the South African Department of Transport or relevant Provincial Department of Transport.
- Taxi Association Membership: A letter from the Secunda/Embalenhle taxi association confirming the service provider’s membership. This is mandatory to prevent unrest and ensure passenger safety.
- Passenger Liability Insurance: Proof of valid passenger liability insurance.
Two-Phase Functionality Evaluation with 70% Minimum Threshold
Bids will undergo a two-phase functionality evaluation. Phase 1 requires a minimum score of 70% across weighted criteria:
- Company Experience (20%): Points based on years of experience in employee or public transport (5+ years = 5 points).
- Vehicles Allocation (20%): Points for four vehicles based on age, mileage, and tracking device (under 1 year old with 0-15,000km and tracking = 5 points per vehicle).
- Roadworthiness (15%): Four roadworthy certificates (5 points).
- Vehicle Maintenance History (15%): Full maintenance records for all four vehicles (5 points).
- Driver Qualifications (20%): Valid driver’s licence (minimum C1) and PrDP (PDP) for four drivers (5 points per driver).
- Passenger Liability Insurance (10%): Proof of valid insurance (5 points).
Phase 2 requires a 100% score on a vehicle inspection checklist (19 items, 5 points each), including safety belts, triangles, first aid kit, fire extinguisher, lights, mirrors, tyres, emergency exits, and more.

Attendance at the compulsory clarification meeting is mandatory.

Mandatory Submission Requirements
Tenders must be submitted electronically via the Eskom E-Tendering site. The following returnables are disqualifiable if not submitted:
- Electronic copy of tender in PDF and Excel format.
- Fully completed Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s Particulars (Annexure C), Integrity Declaration Form (Annexure D), CPA Requirements (Annexure E), SBD 1 (Annexure H), SBD 6.1 (Annexure I), SBD 4 (Annexure J), and SDL&I (Annexure K).
- NEC completed in full and Pricing Schedule.
Preferential Procurement and Evaluation
The contract will be evaluated on an 80/20 preference point system:
- Price (80 points): The lowest acceptable bid will score maximum points.
- Specific Goals (20 points): Points allocated based on B-BBEE Status Level of Contributor (Level 1 = 20 points, Level 2 = 18 points, Level 3 = 14 points, etc.). Supporting documents include a valid B-BBEE certificate, proof of shareholding, certified ID copies, and proof of disability (if applicable).
