Alfred Duma Local Municipality invites suitably qualified and experienced service providers to submit bids for the repairs, maintenance, and supply of sliding gates, palisade fencing, security fencing, and gate motors. This three-year contract aims to ensure the municipality’s security infrastructure is maintained to the highest standards.
Comprehensive Scope of Security Infrastructure Services
The appointed service provider will be responsible for a wide range of security-related works on an “as and when required” basis. The scope includes:
- New Installations: Supply and installation of electrical fencing, palisade fencing, clear view fencing, concrete palisade fencing, and gate motors.
- Repairs and Maintenance: Ongoing maintenance and repairs of existing gates, palisade fencing, and gate motors.
- Gate Motors: Supply and installation of heavy industrial AC/DC D10 gate motors, including batteries, chargers, motherboards, sensors, remotes, and anti-theft units.
- Track Construction: Installation of gate rail tracks (7m, 11m, 14m) with concrete foundations.
- Training: Provision of accredited training to six municipal officials on the installation, maintenance, and repair of gate motors.
Mandatory Documentation and PSIRA Requirements
Bidders must submit the following mandatory documents. Failure to do so will render the bid invalid:
- PSIRA Certificate: Proof of registration as a Security Service Provider for security gates/fencing and installation of gate motors.
- PSIRA Training Certificate: Accredited certificate for training in installation and repairs of gate motors.
- COC: Certificate of Compliance for electrical installation.
Functionality Evaluation with 80% Minimum Threshold
Bids will be evaluated on functionality, requiring a minimum score of 80% to proceed to the next stage:
- Similar Work Experience (20 points): 5 points per completed project of a similar nature in a municipality or private sector (appointment letters and reference letters required).
- PSIRA Security Installation Registration (10 points): Proof of registration for security gates/fencing and gate motor installation.
- PSIRA Gate Motor Training Accreditation (10 points): Accredited certificate for training in installation and repairs of gate motors.
- Electrical Competency (10 points): Proof of ability to issue a Certificate of Compliance for electrical installation (qualifications and accreditation documents required).

Attendance at the compulsory briefing session is mandatory for bids to be considered.

Preferential Procurement and Evaluation
Bids that meet the functionality threshold will be evaluated using an 80/20 preference point system:
- Price (80 points): The lowest acceptable bid will score maximum points.
- Specific Goals (20 points): Points allocated as follows:
- Race (HDI): 5 points (ownership verification via CSD and BBBEE scorecard).
- RDP Goals: 15 points for companies located within the Alfred Duma Local Municipal area.
