The Ekurhuleni Housing Company (EHC) has officially published a Request for Quotation (RFQ) for the supply, installation, and paving of washing line areas and pathways. This tender, designated RFQ No: EHCPAV/03/2026, forms part of the EHC’s mandate to manage and maintain affordable rental housing within the Ekurhuleni Metropolis.

Scope of Work: Paving and Pathways at Chris Hani Village

The appointed contractor will be responsible for the full scope of paving works at Chris Hani Village in Germiston. The project includes excavation and base preparation, installation of edge restraints (kerbs and channels), and the laying of 60mm interlocking paving bricks similar to those currently on site. A 25mm thick sand bed must be installed and compacted, with joints filled and stabilized using a vibration compactor. Bidders are required to include a 10% contingency amount in their pricing, which will be administered solely by EHC.

Mandatory Compliance: Phase One Requirements

To qualify for further evaluation, bidders must first meet strict mandatory requirements. Failure to comply will result in automatic disqualification. Key requirements include:

  • Financial Capability: Submission of the latest three months of bank statements reflecting positive cash flow or access to short-term finance.
  • CIDB Registration: An active CIDB status with a grading of 1GB or higher.
  • References: A minimum of three written references from previous or current clients specifically relating to pavement or general building works.
  • Submission Register: Bidders must sign the submission register with the correct description and RFQ number upon delivery.

Administrative Compliance: Phase Two Documentation

Bidders who pass the mandatory phase must submit the following administrative documents:

  • Certified copy of the director’s ID (not older than three months).
  • Proof of CIPC registration, including a document listing directors’ full names and ID numbers.
  • An up-to-date municipal account statement for the company, not in arrears for more than 90 days (or a certified lease agreement if applicable).
  • Valid BBBEE affidavit, Tax PIN, CSD report, and signed MBD forms.

Evaluation: 80/20 Preference Points System

The bid will be evaluated and adjudicated according to the 80/20 preference point system as per the PPPFA Regulations 2022. Points are allocated as follows:

  • Price: 80 points.
  • Specific Goals: 20 points, distributed as 5 points for HDI status, 3 points for women ownership, 2 points for disability, 2 points for youth, and 8 points for companies within Ekurhuleni.

Submission Instructions and Closing Date

All bids must be hand-delivered to the EHC head office located at the corner of Victoria Street and Linton Jones Street, Germiston (next to the Fire Station). Submissions must be placed in the red tender box at reception in a sealed envelope clearly marked with the RFQ number EHCPAV/03/2026 and the description. Bidders must sign the submission register upon delivery.

Closing Date: Tuesday, 31 March 2026, at 11:00.
