Maluti-a-Phofung Water (MAP Water) has officially released a Request for Quotation (RFQ) for the provision of high-speed and moderate-speed internet connectivity across seven critical locations. This tender represents a significant opportunity for Internet Service Providers (ISPs) to secure a 12-month contract with a municipal entity in the Free State.

Tender Overview and Key Details

The tender, identified as MAPW RFQ 051/2025/26, invites qualified bidders to submit proposals for business-grade internet connections. The primary objective is to establish reliable, uncapped internet services at the Phuthaditjhaba office, Harrismith office, and various water treatment plants. The closing date for submissions is 01 April 2026 at 11:00 AM.

Key Requirements:

  • Contract Duration: Minimum 12-month contract basis.
  • Service Level: Minimum uptime of ≥90% with a response time of no more than 1 hour.
  • Compliance: Bidders must meet all legal requirements, including POPIA and RICA.

Specific Site Requirements and Connection Speeds

The RFQ specifies different connectivity needs based on the location’s operational demands. Bidders must tailor their proposals to meet these distinct speed requirements.

  • High-Speed Business Internet: Required for the Phuthaditjhaba Office and Harrismith Office, needing uncapped internet with a minimum speed of 50Mbps and a maximum of 100Mbps.
  • Moderate Speed Internet: Required for the Makwane WTP, Fika Patso WTP, Sterkfontein WTP, Wilge WTP, and Harrismith Stores, needing uncapped internet with speeds between 10Mbps and 40Mbps.

Submission Requirements and Compliance

To ensure a compliant bid, service providers must submit a comprehensive proposal package. Failure to include all required documentation will result in disqualification.

  • Mandatory Documents:
    • Company Registration Certificate (CRC) reflecting active members.
    • Central Supplier Database (CSD) summary report.
    • SARS Tax Compliance Status (TCS) PIN.
    • Municipal rates clearance certificate (no arrears over 3 months).
    • Company profile on letterhead.
  • Submission Format: Sealed bids must be clearly marked with the RFQ number and placed in Bid Box “B” at the Phuthaditjhaba office.

Evaluation and Preference Points System

The adjudication will follow a strict 80/20 preferential points system as per the Preferential Procurement Policy Framework Act (PPPFA). Bidders are encouraged to maximize their scores in the specific goals category.

  • Price (80 Points): The lowest acceptable tender will secure the maximum points.
  • Specific Goals (20 Points): Points are allocated for ownership and locality as follows:
    • HDI Ownership: 5 points for at least 50% ownership.
    • Youth Ownership: 5 points for at least 50% ownership.
    • Woman Ownership: 4 points for at least 50% ownership.
    • Locality: 6 points for Maluti-a-Phofung, down to 0 points for outside Free State.

All potential bidders must be aware of the strict conditions governing this procurement process to avoid any missteps.

  • No State Employees: Bids from persons in the service of the state will not be accepted.
  • Communication: All communication will be limited to the successful bidder.

  • Rights Reserved: The municipality reserves the right to accept any bid, not to award the bid, or to accept only a portion of a bid.
