Uniform Specifications and Product Range
Bidders must quote for a comprehensive uniform portfolio including:
- Senior officer dress caps with gold lurex leaf embellishments
- Combat caps with City of Mbombela Traffic embroidered badges
- Moulded epaulettes and georgettes denoting rank insignia
- Pantera and combat shirts in biscuit and bronze fabrics
- Traffic bronze trousers compliant with SABS 985/1979 standards
- SABS-approved Parabellum shoes and combat boots
- High-visibility rain jackets with reflective taping
- Accessories: lanyards, ties, handcuffs, batons, torches, and gloves
Functionality and Technical Evaluation
Proposals undergo rigorous technical assessment with a minimum 90% threshold required to advance. Evaluation criteria include:
- Company experience: Certified purchase orders and reference letters for similar uniform supply projects
- Project manager qualifications: CV, certified credentials, and relevant experience
- Financial reference: Bank rating based on creditworthiness above R5 million
- Vehicle availability: Proof of LDV ownership or lease arrangements for delivery
Mandatory Compliance Documentation
Bidders must submit the following to avoid disqualification:
- Valid Tax Compliance Status certificate or SARS PIN
- Full Central Supplier Database (CSD) registration report (not older than 30 days)
- Certified B-BBEE certificate or sworn affidavit for EME/QSE status
- Latest municipal rates and taxes statements for business and all directors
- Certified company registration documents and director ID copies
- Physical samples of all uniform items labelled with company name
Pricing and Preference Point System
The 80/20 preference point system applies: 80 points for price competitiveness and 20 points for specific goals including black ownership, women ownership, youth participation, disability inclusion, local enterprise location, and B-BBEE status levels. All prices must be firm, VAT-inclusive, and quoted in South African Rand.
