The Department of Rural Development and Land Reform invites qualified service providers to submit bids for the appointment of a cleaning services provider at the South Gauteng Deeds Registry under tender reference DLRRD (CRD-15) 2025-26. This 36-month contract covers comprehensive cleaning operations across approximately 8,819.95m² of office space at 28 Harrison Street, Johannesburg, ensuring a hygienic and professional environment for staff and public clients.
Operational Requirements and Staffing Specifications
The successful bidder must deploy a dedicated team comprising one working supervisor and eleven cleaners (three male, eight female) to deliver daily cleaning services across eight floors. Service delivery includes carpet vacuuming and deep cleaning, vinyl floor maintenance, toilet sanitation, window and partition glass cleaning, kitchen disinfection, archive area upkeep, and waste disposal. All cleaning must align with occupational health and safety protocols and use SABS/SANS-approved detergents and equipment.
Mandatory Compliance and Documentation Requirements
Bidders must submit substantiating evidence for mandatory criteria:
- Valid COIDA letter of good standing or tender-purpose letter from the Department of Employment and Labour
- Public Liability insurance cover of minimum R2 million or letter of intent from registered insurer
- Valid SARS Tax Compliance Status PIN or CSD registration number
- Completed Pricing Schedule (SBD 3.3) reflecting cleaners’ wages per Sectoral Determination 1: Contract Cleaning Sector
- Proof of attendance at compulsory briefing session
- Authority to sign Standard Bidding Documents on company letterhead
Functionality Evaluation and Scoring Criteria
Responsive bids will undergo two-stage evaluation. Stage One assesses functionality (maximum 100 points) across company experience (40pts), supervisor qualifications (15pts), training and skills development plan (10pts), protective clothing compliance (10pts), and methodology/work plan (25pts). Bidders must achieve minimum 60 points to proceed to Stage Two evaluation under the 80/20 preference point system.
Preference Points and Specific Goals Allocation
Stage Two allocates 80 points for price and 20 points for specific goals:
- Historically Disadvantaged Individuals ownership: 8 points
- Female ownership: 5 points
- Disability ownership: 2 points
- Youth ownership (under 35): 2 points
- Locality (South African enterprise): 3 points
Bidders must submit certified proof (ID copies, CSD reports, municipal accounts or lease agreements) to claim preference points.
