This 15-day training programme requires QCTO accreditation and focuses on health, safety, and environmental risk management.

RFQ545 AM (25/26) was issued on 12 March 2026 with a closing date of 20 March 2026 at 11:00. The successful bidder will provide accredited training covering two unit standards: “Address safety, health and environmental requirements and hazards in a technical context” (ID 11701) and “Apply principles of risk management” (ID 120303), both at NQF Level 5 with 6 credits.

Mandatory Accreditation Requirements

Bidders must hold valid accreditation with the Quality Council for Trades and Occupations (QCTO) for the following unit standards:

  • Unit Standard 11701: Address safety, health and environmental requirements and hazards in a technical context
  • Unit Standard 120303: Apply principles of risk management
  • NQF Level 5, 6 Credits Failure to submit proof of valid QCTO accreditation will result in immediate disqualification.

Training Delivery and Assessment Specifications

The appointed provider must deliver a 15-day combined programme comprising:

  • 5-day introduction to SAMTRAC Public
  • 10-day NQF Level 5 SAMTRAC Public course Training must be conducted face-to-face in Pretoria, include venue and catering, and conclude with formal assessment and certification of competence.

Preference Points and Evaluation Framework

Quotations will be evaluated using the 80/20 preference point system. Price accounts for 80 points, while 20 points reward specific goals including ownership by Black people, women, or persons with disabilities. Bidders must submit a completed SBD 6.1 form with supporting documentation to claim preference points.

Submission Requirements and Compliance

Required submissions include:

  • Formal quotation on company letterhead with CSD number
  • Valid QCTO accreditation certificate
  • Completed SBD 4 and SBD 6.1 forms
  • Tax compliance status documentation
  • Proof of ownership for preference points claims

Quotations must be submitted electronically to Quotations1@dffe.gov.za by Friday, 20 March 2026, at 11:00. No briefing session is scheduled.
