The John Taolo Gaetsewe District Municipality has re-advertised Request for Bid 12-2025/26, seeking qualified service providers for the redesign, development, and ongoing maintenance of its official municipal website. This 24-month contract presents a valuable opportunity for digital agencies and web development specialists to support transparent, accessible local government communication in the Northern Cape.

Tender Overview and Project Scope

The contract encompasses comprehensive website services including the development of a world-class Content Management System (CMS) platform with administrator login capabilities for municipal personnel. The successful bidder will deliver a responsive, mobile-optimised website aligned with the municipality’s corporate identity, supporting multimedia content, social media integration, and search engine visibility. The scope includes developing between 40 and 60 linked pages, implementing robust security measures against cyber threats, and ensuring seamless navigation for residents, businesses, and stakeholders accessing municipal services online.

Technical Requirements and Deliverables

Bidders must demonstrate capability to deliver:

  • CMS-based web environment with pre-publishing approval workflows
  • Responsive design compatible with all supported mobile devices and browsers
  • Search engine optimisation programme with measurable visitor growth targets
  • Monthly Google Analytics reporting covering traffic sources, keywords, page views and engagement metrics
  • Daily automated backups and proactive content monitoring for accuracy
  • Quarterly newsletter publishing and event calendar maintenance
  • Training and skills transfer for JTGDM ICT and Communications staff
  • Technical support for functionality modifications and layout updates

Evaluation Criteria and Scoring System

Proposals undergo a two-stage evaluation. Phase 1 assesses functionality on a 100-point scale, with bidders requiring a minimum of 60 points to proceed. Scoring criteria include:

  • Confirmation letters from previous clients for similar CMS projects (up to 40 points)
  • Commitment to deliver within 21-50 days (up to 40 points)
  • Relevant ICT qualifications, with Honours degrees scoring highest (up to 20 points)

Qualified submissions advance to Phase 2, evaluated under the 80/20 preferential procurement system: 80 points for price competitiveness and 20 points for specific goals including Black ownership and South African locality.

Mandatory Submission Requirements

Bidders must submit sealed proposals to the municipal bid box at 4 Federale Mynbou Street, Kuruman, by the closing deadline. Required documentation includes:

  • Completed Standard Bidding Documents (SBD 1, 3.1, 4, 6.1, 8, 9)
  • Proof of Central Supplier Database registration with verified banking details
  • Valid tax compliance status and municipal rates account confirmation
  • Certified company registration documents and director identity copies
  • Written quotation on company letterhead with clear unit and total pricing

Email, fax or telegram submissions will not be accepted. All forms must be completed in black ink, initialed on every page, and signed by an authorised representative.

Contract Terms and Performance Expectations

The successful supplier will enter into a formal written agreement using Standard Bidding Document 7. Key performance obligations include adherence to intellectual property provisions vesting all website documentation rights in the municipality, compliance with the Protection of Personal Information Act, and responsiveness to ad-hoc technical requests. The municipality reserves rights to conduct performance reviews, user satisfaction surveys, and compliance audits throughout the contract period.
