Product Specifications and Delivery Requirements

The scope of work requires the successful supplier to deliver professional-grade salon products to support youth-owned salon businesses. All items must be new, commercially viable, and suitable for professional salon use.

Mandatory product specifications and quantities:

  • Relaxer (5L container) – 80 units
  • Shampoo (5L container) – 80 units
  • Hair food (1L container) – 80 units
  • Conditioner (5L container) – 80 units
  • Stand dryer (each) – 80 units
  • Hair straightener (each) – 80 units
  • Complete pack/kit (each) – 80 units
  • Salon towel (each) – 150 units

Mandatory Eligibility and Documentation Requirements

Prospective suppliers must be registered on the Central Supplier Database (CSD) at www.csd.gov.za. CSD registration is compulsory, and bidders must submit a full CSD report (summary reports will not be accepted) that is not older than 30 days from the closing date.

Required documentation for submission:

  • Valid Tax Compliance Status (TCS) certificate or PIN from SARS
  • Certified copy of valid BBBEE Certificate or Sworn Affidavit (for EMEs/QSEs)
  • Certified copy of Company Registration Certificate from CIPC
  • Certified ID copies of all business directors or owners
  • Full CSD registration report (not older than 30 days from closing date)
  • Latest municipal rates and taxes statements for the business entity
  • Latest municipal rates and taxes statements for all business directors
  • If operating from leased premises: lease agreement plus lessor’s up-to-date rates statement
  • If operating in rural/tribal areas: proof of residence from tribal authority

Important compliance notes:

  • All certified copies must be originally certified (not copies of copies) and not older than three months
  • Municipal accounts in arrears for more than three months will result in immediate disqualification
  • Bidders listed on the Register for Tender Defaulters will be automatically disqualified
  • All documents must be completed in non-erasable black ink; corrections must be dated and signed
  • Use of Tippex, pencil, or erasable ink is prohibited and will render submissions non-responsive

Submission Guidelines and Critical Deadlines

Quotations must be submitted in accordance with the format, times, and location prescribed in the bidding document. Late submissions will not be accepted under any circumstances.

Specific goals preference points allocation (20 points total):

  • Black ownership: 5 points (100%), proportional points for 30-99%
