The South African Diamond and Precious Metals Regulator (SADPMR) has issued a Request for Proposal (RFP) under reference number RFP 149-2026 for the appointment of a panel of qualified service providers to deliver comprehensive repair and maintenance services for air conditioning units at its Head Office in Kempton Park, Gauteng, over a period of 36 months (3 years). This essential infrastructure contract ensures optimal climate control for sensitive operational environments, including server rooms and administrative workspaces.

Overview of the SADPMR Air Conditioning Maintenance Tender

Published on 4 March 2026, this RFP invites accredited HVAC (Heating, Ventilation, and Air Conditioning) contractors to provide both preventive and corrective maintenance across 144 air conditioning units, including 142 split and wall-mounted units and 2 dedicated ICT server room systems. The successful bidders will form a pre-approved panel from which SADPMR will issue call-off orders on an “as-and-when-required” basis.

Scope of Work: Preventive and Corrective Services

The appointed service providers will be responsible for:

  • Preventive maintenance: Scheduled servicing, filter cleaning, refrigerant checks, and performance testing as per OEM guidelines
  • Corrective repairs: Rapid response to faults, troubleshooting, and replacement of defective components
  • VRV system servicing: Maintenance of Variable Refrigerant Volume systems, including condensers and internal units
  • Health & Safety compliance: On-site safety file, PPE enforcement, and minimal noise disruption during working hours
  • Reporting: Submission of service sheets, job cards, and technical recommendation reports after each intervention

All work must be performed with minimal impact on SADPMR’s daily operations, and standby equipment may be required for critical server room units.

Key Dates, Compulsory Briefing, and Submission Guidelines

A compulsory briefing and site inspection will be held on Thursday, 12 March 2026 at 11:00 AM at the SADPMR Head Office, Corner Boanaero Drive and Cote D’Azur Avenue, Bonaero Park, Kempton Park, 1622. Attendance is mandatory—bidders who do not attend will be disqualified.

Mandatory Documentation and Technical Requirements

To be considered responsive, bidders must provide:

  • Valid CIDB registration at 1ME grading or higher
  • Proof of SARACCA or SAIRAC accreditation for the team leader
  • SARS Tax Compliance PIN
  • CSD registration confirmation
  • B-BBEE certificate or sworn affidavit
  • Fully completed Standard Bidding Documents (SBDs)
  • Company profile demonstrating relevant experience in commercial HVAC maintenance

All pricing must be firm, inclusive of VAT, and valid for 90 days from the closing date.

Evaluation Criteria and Preference Point Allocation

The evaluation occurs in two stages:

  1. Mandatory Compliance Check: Verification of CIDB, SARACCA, tax, and CSD status
  2. Functionality Assessment:
    • Technical methodology and service approach
    • Past performance on similar contracts
    • Availability and response time commitments

Only compliant bidders will proceed to 80/20 Preferential Procurement scoring:

  • 80 points for competitively priced, compliant offers
  • 20 points for specific empowerment goals (Black, women, youth, disability ownership)

Preference claims must be supported by certified documentation. Unverified claims receive zero points.
