This strategic contract aims to ensure consistent, high-quality beverage provision across meeting rooms, kitchens, and designated pause areas for staff and visitors.
Overview of the FSCA Beverage Services Tender
Published on 4 March 2026, this tender invites qualified and compliant service providers to deliver end-to-end beverage solutions—including staffing, equipment maintenance, consumables supply, and daily service operations. The successful bidder will manage a team of four personnel (one supervisor and three tea assistants), with scalability to meet fluctuating demand during peak periods or large events.
Scope of Work: Staffing, Equipment, and Service Areas
The appointed service provider will be responsible for:
- Operating and maintaining 11 professional filter coffee machines and 4 Bean-to-Cup automatic machines
- Supplying and replenishing consumables: fresh milk, creamer, sugar (brown/white), aspartame-free sweeteners, Rooibos and Five Roses teabags, and filter coffee
- Providing environmentally friendly disposable teaspoons at all coffee stations
- Serving beverages in 14 boardrooms, 2 training rooms, 12 kitchens, and 14 pause areas
- Implementing a hygiene audit plan, cleaning schedule, OHS compliance, and staff training programme
All services must comply with food safety standards, and pricing must include annual CPI-based escalation from June 2027 onward.
Key Dates, Briefing Session, and Submission Guidelines
An optional virtual briefing session will be held on Wednesday, 11 March 2026 at 11:00 AM via Microsoft Teams. The link will be published on the FSCA website. While attendance is not compulsory, it offers clarity on operational expectations.
Completed bids must be submitted in two printed copies (one original, one copy) and one electronic copy (PDF on USB/CD) by 11:00 AM on Tuesday, 31 March 2026. Submissions must be hand-delivered in a sealed envelope marked with the tender number and deposited in the bid box at FSCA Reception, Riverwalk Office Park, Block B, 41 Matroosberg Road, Menlo Park, Pretoria, 0081.
Mandatory Documentation and Compliance Requirements
To be considered responsive, bidders must provide:
- Valid SARS Tax Compliance PIN
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE certificate or sworn affidavit
- Letter of Good Standing from COIDA
- Membership confirmation from a recognised Hospitality Industry Association
- Fully completed Standard Bidding Documents (SBD 1, SBD 3.1, SBD 4, SBD 6.1)
- Reference letters demonstrating experience in similar corporate beverage contracts (minimum 1-year duration)
Incomplete or non-compliant submissions will be disqualified.
Evaluation Methodology and Preference Point Allocation
The evaluation occurs in two stages:
- Functionality Assessment (Minimum 70/100 points required):
- Experience and capacity (45 points)
- Operational methodology (55 points: staffing, hygiene, OHS, training)
- 80/20 Preferential Procurement Scoring:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- Black ownership (10 pts)
- Women ownership (5 pts)
- Enterprise located in Gauteng (5 pts)
Preference claims must be supported by certified documentation. Unverified claims receive zero points.
