Transnet Seeks Catering Services for Halfweg Facility

Transnet SOC Ltd, through its Transnet Freight Rail (TFR) division, has issued a Request for Proposal (RFP) under reference number HOAC-HO-57409 for the outsourcing of catering services at the Halfweg (Book Off) Facility on the Iron Ore Business Unit in the Northern Cape. This three-year contract is critical to supporting operational personnel stationed at one of South Africa’s most remote rail depots—located approximately 446 km from Saldanha and 90 km from the nearest town, Brandvlei.

Overview of the Transnet Halfweg Catering Outsourcing RFP

Published on 3 March 2026, this RFP invites qualified and experienced catering service providers to manage all aspects of meal preparation, service, and kitchen supervision on a 24/7 basis. The facility currently serves around 150 meals per day to TFR operations staff, maintenance crews, and emergency recovery teams during rail incidents. The successful bidder will assume full operational control of the kitchen while working alongside existing Transnet-employed cooks and waiters, whom they must train in food safety and kitchen management.

Scope of Services: 24/7 Meal Provision in a Remote Setting

The appointed service provider will be responsible for:

  • Delivering three daily meals plus refreshments for up to 150 people
  • Providing on-call capacity for emergency response teams during derailments or network failures
  • Ensuring all meals comply with balanced dietary guidelines, limit unhealthy fats and sugars, and avoid expired ingredients
  • Conducting quarterly quality feedback sessions with Transnet management
  • Maintaining strict food safety protocols, including HACCP-aligned practices
  • Employing a dedicated supervisor/manager on-site 24/7, including public holidays

Notably, the kitchen may not be used for private catering, and services are exclusively for Transnet employees unless otherwise authorised.

Key Dates, Compulsory Briefing, and Submission Guidelines

A compulsory briefing session will be held on Monday, 9 March 2026 at 11:00 AM at the Transnet Freight Rail Halfweg Depot. Attendance is mandatory—late arrivals will not be admitted, and non-attendees will be disqualified. Bidders must arrange their own transport and accommodation.

Completed proposals must be submitted via the Transnet e-Tender Submission Portal by 10:00 AM on Thursday, 19 March 2026. Late or non-compliant submissions will not be considered.

Mandatory Documentation and Compliance Requirements

Bidders must submit:

  • Valid SARS Tax Compliance PIN
  • Proof of CSD registration
  • B-BBEE certificate or sworn affidavit
  • Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
  • Company profile demonstrating experience in institutional or remote-site catering
  • Proposed menu plan aligned with health and nutritional standards
  • Certificate of Attendance from the compulsory briefing

All pricing must be firm, all-inclusive, and valid for 180 business days from the closing date.

Evaluation Methodology and Preference Point Allocation

The evaluation follows a five-stage process:

  1. Administrative Compliance Check
  2. Functionality Assessment (70% minimum threshold) covering:
    • Experience in similar remote or industrial catering (20%)
    • Technical methodology and food safety plan (30%)
    • Staffing and supervision model (20%)
  3. Technical Scoring using the attached matrix (Annexure C)
  4. 80/20 Preference Point Allocation:
    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals (Black, women, youth, disability ownership, local enterprise)
  5. Final Award Decision

Preference claims must be supported by certified documentation. Unverified claims receive zero points.
