Scope of Work: Types and Standards of Safety Signs

The scope includes:

  • Prohibition signs (e.g., “No Smoking,” “No Entry”)
  • Warning signs (e.g., “High Voltage,” “Falling Objects”)
  • Mandatory signs (e.g., “Hard Hat Required,” “Eye Protection Must Be Worn”)
  • Emergency signs (e.g., “Fire Exit,” “First Aid”)
  • Customised site-specific signs as required by plant operations

All signs must be manufactured in accordance with SANS 1186:2011 and ISO 7010, using UV-resistant, non-fading materials suitable for outdoor and high-risk industrial environments. Bidders must confirm compliance with local content requirements and provide proof of material certification.

Mandatory Documentation and Compliance Requirements

Bidders must provide:

  • Valid SARS Tax Compliance PIN
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE certificate or sworn affidavit
  • Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
  • Local Content Declaration confirming ≥100% local manufacturing where applicable
  • Proof of compliance with SANS 1186 (failure to provide = 0 points in functionality)

All pricing must be quoted in South African Rand (ZAR), inclusive of VAT, and remain valid for 90 days from the closing date.

Evaluation Methodology and Preference Point Allocation

The evaluation follows a two-stage process:

  1. Functionality Assessment (Minimum 70/100 points required):
    • 20 points: Proof of SANS 1186 compliance
    • 40 points: Past performance and client references
    • 40 points: Technical methodology and delivery plan
  2. 80/20 Preferential Procurement Scoring:
    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals:
      • Black ownership
      • Women ownership
      • Youth ownership
      • Disability ownership

Preference claims must be supported by certified documentation. Unverified claims receive zero points.
