The contract is critical to maintaining uninterrupted meal preparation in one of Southern Africa’s leading paediatric facilities, where dietary quality directly impacts patient recovery and well-being.

Scope of Supply: Key Products and Delivery Requirements

The scope includes the following frozen products with annual estimated quantities:

  • Frozen hake fillets – 1,500 kg/year
  • Frozen fish fingers – 1,500 kg/year
  • Frozen chicken breast (on bone) – 1,500 kg/year
  • Frozen chicken thighs – 1,500 kg/year
  • Frozen chicken breast fillets – 2,200 kg/year
  • Frozen home-style crumbed chicken schnitzel – 1,500 kg/year

All products must be SABS-compliant, Halaal-certified, and delivered in sealed, labelled packaging with clear expiry dates, ingredient lists, and storage instructions. Deliveries must be made Monday to Friday between 07:30–12:00 or 14:00–15:00, as coordinated with the hospital’s Food Services Department.

Critically, no other food items (e.g., meat, dry goods, vegetables) may be transported in the same vehicle—dedicated cold-chain logistics are required.

Interested bidders must submit their proposals by 11:00 AM on Friday, 3 April 2026. Submissions must be hand-delivered in a sealed envelope, clearly marked with the tender number and description, and placed in the official bid box located in the Foyer of the Administrative Building, Red Cross War Memorial Children’s Hospital, Klipfontein Road, Rondebosch, 7700.

The bid box is accessible Monday to Friday, 07:30–15:30, excluding public holidays. Late, emailed, or faxed submissions will not be accepted.

Mandatory Documentation and Compliance Criteria

To be considered responsive, bidders must provide:

  • Valid SARS Tax Compliance PIN
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
  • Halaal certification from a recognised authority
  • Three verifiable client references for similar frozen food supply contracts
  • Fully completed Standard Bidding Documents (SBDs), including SBD 4 (Declaration of Interest)
  • Product samples upon shortlisting (must be delivered at ≤5°C for chicken, fully frozen for fish)

All pricing must be firm, inclusive of delivery, and valid for 60 days from the closing date.

Evaluation Methodology and Preference Point Allocation

The evaluation occurs in three stages:

  1. Compliance Check: Verification of mandatory documents and adherence to specifications
  2. Picture Sample Evaluation: Assessment of product quality, packaging, and temperature compliance
  3. 80/20 Preference Point Scoring:
    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals:
      • Black ownership
      • Women ownership
      • Youth ownership
      • Disability ownership

Preference claims must be supported by certified documentation. Unverified claims receive zero points.

The hospital reserves the right to conduct random vehicle inspections and site visits to assess cold-chain integrity, hygiene protocols, and operational readiness.
