Scope of Supply: Book Titles and Quality Requirements

  • All books must be new, unused, and originally published copies
  • Photocopied, scanned, pirated, reprinted, or second-hand books will not be accepted
  • Books must be in English, unless otherwise indicated in the title list
  • Deliveries must be properly packaged to prevent transit damage
  • The supplier is fully liable for replacement of any damaged, incorrect, or defective items at no additional cost to the NHC

Quotations must be fully itemised per title, showing unit price and total cost, inclusive of delivery, insurance, and all applicable taxes.

To be considered responsive, bidders must include:

  • A valid SARS Tax Compliance PIN
  • Proof of registration on the Central Supplier Database (CSD)
  • A B-BBEE certificate or sworn affidavit (EME/QSE acceptable)
  • Fully completed Standard Bidding Documents (SBD 4 and SBD 6.1)
  • A signed POPIA Supplier Consent Form
  • Confirmation that all books are original publisher editions

All documents must be submitted in a single email, clearly labelled with the RFQ number.

Evaluation Methodology and Preference Point Allocation

This RFQ will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for competitively priced, compliant offers
  • 20 points for specific empowerment goals:
    • Promotion of SMMEs (10 pts)
    • Women-owned enterprises (3 pts)
    • Youth-owned enterprises (7 pts)

Preference claims must be supported by certified documentation from the CSD report and B-BBEE affidavit. Unverified claims receive zero points.

The NHC reserves the right to benchmark prices, conduct due diligence, and award the contract to multiple suppliers if deemed in its best interest.
