All work must be executed by skilled tradespeople holding valid trade test certificates. Contractors must respond to service requests within strict timeframes:
- Emergency repairs (e.g., burst geysers, unsafe wiring): within 12 hours
- Urgent repairs (utility outages): within 24 hours
- Important repairs (roof leaks, faulty lighting): within 48 hours
- Minor issues: within 7 working days

A compulsory briefing session will be held on Thursday, 26 February 2026 at 11:00 AM at the Pharoe Park Complex, Corner Jack and Queen, Germiston, 1400. Attendance is mandatory—bidders who do not attend will be disqualified.
Completed bids must be submitted in a sealed envelope clearly marked with the tender number and deposited into the Red Tender Box at EHC Offices, Chris Hani Village, Cnr Victoria Street and Linton Jones Street, Germiston, 1400, by 11:00 AM on Tuesday, 24 March 2026. The evaluation occurs in three stages:
- Administrative Compliance Check: Verification of mandatory documents
- Functionality Assessment (Minimum 80/100 points required):
- 40 points: Adequate skilled workforce with trade certifications
- 30 points: Proven experience in similar housing maintenance projects
- 10 points: Locality within the City of Ekurhuleni
- 80/20 Preference Point System:
- 80 points for competitively priced, compliant offers
- 20 points for specific empowerment goals:
- 5 points: Historically Disadvantaged Individuals (HDIs)
- 3 points: Women ownership
- 2 points: Youth ownership
- 2 points: Disability ownership
- 8 points: Enterprise located within Ekurhuleni
Preference claims must be supported by certified ID copies, share certificates, and municipal bills. Unverified claims receive zero points.
