EHC Seeks Panel of Contractors for General Maintenance

The Ekurhuleni Housing Company (EHC), a registered Social Housing Institution under the Social Housing Act (No. 16 of 2008), has issued an open Request for Bid (RFB) under reference number EHC/PRM/2026 for the appointment of a panel of qualified service providers to deliver general maintenance and repair services across its portfolio of low-income residential complexes in Gauteng. The contract will span 36 months, operating on an “as-and-when-required” basis to ensure timely, responsive upkeep of EHC’s housing stock.

Published on 26 February 2026, this tender aims to establish a pre-vetted panel of competent contractors capable of executing a wide range of building-related maintenance tasks—from routine fixes to emergency interventions—across multiple EHC sites, including Chris Hani Village, Pharoe Park, Airport Park, Delville Extensions, Queen Street, Clayville, and Long Street. The initiative supports EHC’s mandate to provide safe, dignified, and well-maintained housing for vulnerable communities in the City of Ekurhuleni.

Scope of Work: General Repairs Across EHC Housing Complexes

Appointed service providers will be required to perform comprehensive maintenance services, including but not limited to:

  • General building work (plastering, brickwork, roofing)
  • Plumbing (leak repairs, pipe replacements, geyser servicing)
  • Electrical installations and fault correction
  • Carpentry and joinery (door/window repairs, cabinetry)
  • Steelwork, painting, tiling, and paving

All work must be executed by skilled tradespeople holding valid trade test certificates. Contractors must respond to service requests within strict timeframes:

  • Emergency repairs (e.g., burst geysers, unsafe wiring): within 12 hours
  • Urgent repairs (utility outages): within 24 hours
  • Important repairs (roof leaks, faulty lighting): within 48 hours
  • Minor issues: within 7 working days

Key Dates, Briefing Session, and Submission Guidelines

A compulsory briefing session will be held on Thursday, 26 February 2026 at 11:00 AM at the Pharoe Park Complex, Corner Jack and Queen, Germiston, 1400. Attendance is mandatory—bidders who do not attend will be disqualified.

Completed bids must be submitted in a sealed envelope clearly marked with the tender number and deposited into the Red Tender Box at EHC Offices, Chris Hani Village, Cnr Victoria Street and Linton Jones Street, Germiston, 1400, by 11:00 AM on Tuesday, 24 March 2026. Late or non-compliant submissions will not be accepted.

Mandatory Documentation and Team Requirements

Bidders must submit a complete package, including:

  • Valid COIDA Letter of Good Standing
  • Fully completed Standard Bidding Documents (SBDs)
  • Proof of CSD registration and SARS tax compliance
  • Certified company registration documents (CK/CIPC)
  • Proof of residence for both company and directors (municipal bill or lease agreement ≤3 months old)
  • CVs of skilled tradespeople with certified trade test qualifications
  • Joint Venture Agreement (if applicable), signed by all parties

All personnel listed must be 100% available for the full contract period. Failure to provide verifiable proof of availability or qualifications will result in disqualification.

Evaluation Criteria and Preference Point Allocation

The evaluation occurs in three stages:

  1. Administrative Compliance Check: Verification of mandatory documents
  2. Functionality Assessment (Minimum 80/100 points required):
    • 40 points: Adequate skilled workforce with trade certifications
    • 30 points: Proven experience in similar housing maintenance projects
    • 10 points: Locality within the City of Ekurhuleni
  3. 80/20 Preference Point System:
    • 80 points for competitively priced, compliant offers
    • 20 points for specific empowerment goals:
      • 5 points: Historically Disadvantaged Individuals (HDIs)
      • 3 points: Women ownership
      • 2 points: Youth ownership
      • 2 points: Disability ownership
      • 8 points: Enterprise located within Ekurhuleni

Preference claims must be supported by certified ID copies, share certificates, and municipal bills. Unverified claims receive zero points.
