South African National Parks (SANParks) has issued a Request for Quotation (RFQ) under reference number TMNP223/2025-26 for the appointment of a service provider to carry out comprehensive repairs to leaking roofs at the Tokai Wellness Offices within Table Mountain National Park, Cape Town. The scope includes roofing, ceilings, glazing, painting, and related refurbishment works across existing administrative buildings. Submissions must be emailed by 11:00 on Friday, 6 March 2026, to tablemountain.scm@sanparks.org.

A compulsory site clarification meeting will be held on 26 February 2026 at 11:00 at the SANParks Tokai Admin Building—attendance is mandatory for all bidders.

Project Overview: Preserving Heritage Infrastructure in a Sensitive Environment

The Tokai Wellness Offices serve as a key administrative hub within one of South Africa’s most visited national parks. Persistent roof leaks have caused interior damage, posing risks to staff, equipment, and archival materials. The selected contractor will execute high-quality, environmentally sensitive repairs that align with SANParks’ conservation mandate and heritage building standards.

Scope of Work: Integrated Roofing and Interior Refurbishment

The successful service provider will deliver:

  • Full assessment and repair of leaking roof sections using approved materials
  • Replacement of damaged ceiling boards, cornices, and insulation
  • Glazing and window frame repairs where water ingress has occurred
  • Repainting of affected interior and exterior surfaces
  • Compliance with SANS 10400, OHSA 1993, and SANParks’ environmental protocols
  • Safe disposal of construction waste and daily site cleanup

All work must be completed within one month of contract award, with minimal disruption to park operations.

Mandatory Requirements and Documentation

To be considered, quotations must include:

  • A formal quote on company letterhead with firm, VAT-inclusive pricing per BOQ item
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Proof of similar projects involving roof repairs in institutional or heritage settings

Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within the Western Cape

Only complete, responsive, and compliant submissions from bidders who attended the compulsory site meeting will be evaluated.
