Trade & Investment KwaZulu-Natal (TIKZN), in partnership with the Department of Trade, Industry and Competition (the dtic), has issued a Request for Quotation (RFQ) under reference number RFQ202526/106 for the supply and delivery of catering services during the Global Exporter Passport Programme (GEPP) on 26 and 27 February 2026 at the Kingsmead Office Park in Durban. The programme supports 30 emerging KZN exporters through intensive training, and requires professional, pre-packed meals delivered on time. Submissions must be emailed by 12:00 on Friday, 20 February 2026, to quotations@tikzn.co.za.

Event Overview: Empowering Emerging Exporters

The Global Exporter Passport Programme (GEPP) is a structured export-readiness initiative designed to equip qualifying small and medium enterprises with the tools to enter international markets. Over two days, participants will develop export marketing plans, receive coaching, and engage with trade experts. Reliable, high-quality catering is essential to maintain focus and professionalism throughout the sessions.

Scope of Catering Services

The successful service provider will deliver:

  • Individually pre-packed breakfast packs for 30 people on both days, delivered by 07:30
  • Individually pre-packed lunch packs for 30 people on both days, delivered by 12:00
  • All meals must be fresh, hygienically sealed, and suitable for a professional business environment
  • Delivery address: Trade & Investment KwaZulu-Natal, 1 Arundel Close, Kingsmead Office Park, Durban, 4001

No on-site food preparation or serving staff is required—only timely drop-off of complete meal packs.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A formal quote on company letterhead with firm, VAT-inclusive pricing per meal and total
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 1 (Invitation to Bid)

Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.
