The eThekwini Metropolitan Municipality has issued an open Request for Bid under reference number 34281-1M for the removal and replacement of damaged road signs, supply and installation of new signage, and application of retro-reflective and thermoplastic road markings across the West Central Region of Durban. The contract will run for 36 months on an “as and when required” basis, supporting road safety and infrastructure maintenance throughout high-traffic corridors. Submissions must be hand-delivered and electronically uploaded by 11:00 on Friday, 20 March 2026.
A compulsory clarification meeting and site inspection will be held on 26 February 2026 at 11:00 at the Engineering Training Centre, 8 Electron Road, Springfield, Durban—attendance is mandatory for all bidders.
Scope of Work: Comprehensive Road Safety Infrastructure Maintenance
The successful contractor will deliver:
- Removal and disposal of damaged or obsolete road signs and posts
- Supply and installation of new regulatory, warning, and informational signs per SADC RTSM standards
- Retro-reflective road markings using approved paint and glass beads
- Thermoplastic hot-melt spray markings on high-order roads, including line striping, symbols, and pedestrian crossings
- Road stud installation and maintenance where required
All work must comply with eThekwini’s Standard Engineering Specifications, SANS 1921, and OHSA 1993 regulations.
Mandatory Requirements and Accreditation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD) and eThekwini Supplier Portal
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- CIDB registration at Grade 4SK or higher
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), and MBD 8 (Past SCM Practices)
- Proof of similar contracts in road signage or road marking within the last five years
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in three stages:
- Mandatory Compliance Check – verification of CIDB, CSD, tax status, and briefing attendance
- Functionality Assessment – based on technical methodology, past performance, resource capacity, and safety planning (minimum 70 points required to proceed)
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black ownership, women/youth inclusion, and locality within eThekwini Municipality
Only responsive, compliant, and qualified bidders will be considered.
