The Cape Winelands District Municipality has issued an open Request for Bid under reference number T 2026/053 for the supply and delivery of branded promotional materials—including gazebos, tablecloths, flags, banners, and signage—for a period ending 30 June 2029. The contract supports the municipality’s public engagement, community events, conferences, and institutional branding across the Western Cape. Submissions must be hand-delivered by 11:00 on Friday, 20 March 2026, to the Municipal offices in Stellenbosch.
This is a strategic, multi-year opportunity for experienced suppliers of institutional branding and event marketing materials.
Scope of Work: High-Visibility Institutional Branding
The successful service provider will supply:
- Branded gazebos (3m x 3m) with full-wrap printing
- Tablecloths (1.8m x 70cm) with embroidered or printed logos
- Flags, roll-up banners, pull-up stands, and directional signage
- Promotional items such as branded pens, notepads, and lanyards (as ordered)
All items must feature the official Cape Winelands District Municipality logo, use durable, weather-resistant materials, and comply with municipal brand guidelines. Deliveries will be made on an “as and when required” basis via official purchase orders.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Company profile and three (3) client references for similar public sector branding contracts
- Proof of production capability (e.g., machinery, design team, or subcontractor agreements)
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in two stages:
- Functionality Review: Based on technical capacity, past performance, quality assurance, and sample compliance (minimum 70 points required to proceed)
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 5 points: Enterprise located within Cape Winelands District
- 5 points: Enterprise located within Western Cape Province
- 10 points: B-BBEE status level (Levels 1–4)
Only responsive, compliant, and qualified bidders will be considered.
