The South African Social Security Agency (SASSA) has issued an open Request for Bid under reference number SASSA:07-25-CS-NC for the supply, installation, commissioning, and maintenance of integrated CCTV surveillance and biometric access control systems across 15 offices and 30 secure rooms in the Northern Cape Region. The contract spans three years and includes a full warranty, remote monitoring software, and ongoing technical support. Submissions must be hand-delivered by 11:00 on Tuesday, 24 February 2026, to the SASSA Regional Office in Kimberley.

This is a strategic opportunity for certified security system integrators with proven experience in government infrastructure projects.

Scope of Work: Comprehensive Security Infrastructure Deployment

The successful service provider will deliver:

  • CCTV Surveillance System:
    • 4MP varifocal dome IP cameras with IR night vision (30m range)
    • 64-channel NVRs with 20TB storage (30-day retention)
    • 55” HD control room monitors, Cat 6 cabling, UPS backup, and wall-mount cabinets
    • Remote monitoring software with mobile access
  • Biometric Access Control System:
    • Fingerprint and card-based readers at server rooms, SCM storerooms, and ICT sections
    • Integration with door locks and audit trail logging
  • Post-installation services:
    • Certificate of Compliance (CoC)
    • User training for SASSA security staff
    • 36-month maintenance and service-level agreement

All work must be completed by 27 March 2026.

Mandatory Requirements and Documentation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Three (3) client reference letters for similar security installations
  • Company profile and proof of technical accreditation

Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.

Evaluation Criteria: Four-Stage Process with 80/20 Preference System

Bids will be assessed in four phases:

  1. Mandatory Compliance Check – verification of all required documents
  2. Functionality Assessment (min. 70 points required):
    • Technical methodology (30 points)
    • Past performance (30 points)
    • Resource capacity (10 points)
  3. Administrative Compliance – adherence to bid instructions
  4. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80; others scored proportionally)
    • 20 points: Specific Goals (Black ownership, women/youth/disability inclusion, and local presence in Northern Cape)

Only bidders who pass all stages will be considered.
