JW Invites bids for Supply and Delivery of 50kg Cement Bags

Johannesburg Water has issued a Request for Quotation (RFQ) under reference number 6000080120 for the supply and delivery of 50kg cement bags to support infrastructure maintenance and construction activities at its Hamburg and Langlaagte sites in Gauteng. The procurement is part of ongoing water and sanitation service delivery upgrades across the City of Johannesburg. Submissions must be completed exclusively via the National Treasury eTenders portal by 12:00 on Monday, 16 February 2026.

This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.

Scope of Supply: Standard 50kg Cement for Municipal Infrastructure

The successful service provider will deliver:

  • 50kg bags of general-purpose Portland cement, compliant with SANS 50197-1
  • Quantity to be ordered “as and when required” via purchase orders over the contract period
  • Full delivery to two designated sites: Hamburg Depot (2 Link Road, Langlaagte) and Langlaagte Depot
  • All deliveries must include valid manufacturer datasheets and compliance certificates

Cement must be new, unused, and within shelf-life specifications at the time of delivery.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A completed pricing schedule with firm, VAT-inclusive rates per 50kg bag
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Manufacturer datasheet confirming SANS 50197-1 compliance

All documents must be uploaded in PDF format via the eTenders portal.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.

Submission Guidelines and Key Deadlines

  • Closing Date & Time: 16 February 2026 at 12:00 (CAT)

  • Late, emailed, faxed, or postal submissions will not be accepted
  • Bid validity must be 90 days from the closing date

Suppliers must use their CSD credentials to log in and submit. Forgotten credentials can be recovered via CSD support at csd@treasury.gov.za.
