merSETA Invites Quotations for Parktown Office Blinds Installation

The Manufacturing, Engineering and Related Services Sector Education and Training Authority (merSETA) has issued a Request for Quotation (RFQ) under reference number RFQ/FAC/25/26/225 for the supply and installation of aluminium mat silver blinds across its four-floor headquarters in Parktown, Johannesburg. The project covers approximately 5,000m² of office space and must be completed within three months of contract award. Submissions must be emailed by 16:00 on Tuesday, 10 February 2026, to quotations@merseta.org.za.

This is a time-sensitive opportunity with a narrow response window—suppliers are urged to act promptly and ensure full compliance.

Scope of Work: Full Building Blind Installation

The successful service provider will:

  • Conduct site measurements and confirm specifications
  • Supply and install aluminium mat silver blinds on all windows across four floors
  • Ensure blinds are durable, light-filtering, and suitable for a professional office environment
  • Complete all work within 90 days of purchase order issuance
  • Provide a sample blind for approval during the evaluation phase

All materials must be new, unused, and compliant with South African building and safety standards.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A completed pricing schedule with firm, VAT-inclusive rates for supply and installation
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • Company profile and evidence of similar past projects

Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.

  • Closing Date & Time: 10 February 2026 at 16:00
  • Submission Method: Email only to quotations@merseta.org.za
  • Subject Line: Must include “RFQ/FAC/25/26/225 – Aluminium Blinds Installation”
  • Late or incomplete submissions will be disqualified

Bid validity must be 90 days from the closing date.
