The Presidency has issued a Request for Quotation (RFQ) under reference number SCMP 26/05/05R(ii) for the printing of two high-profile government publications: the Annual Report 2024/25 and the End of Term Report. These documents will serve as official records of national performance, legacy, and institutional accountability. Submissions must be completed online via the National Treasury eTenders portal by 18:00 on Thursday, 5 February 2026.

This is a time-sensitive opportunity with a narrow response window—printers are urged to act promptly and ensure full compliance.

Scope of Work: High-Quality Government Publications

The successful service provider will print:

  • 100 copies of the Annual Report 2024/25
    • A4 portrait, 154 pages (4-page cover + 150 inner)
    • Cover: 300gsm Magno Matt, 4-colour print, matt laminate + UV varnish on front
    • Inner: 100gsm Magno Matt, 4-colour print, PUR binding
  • 100 copies of the End of Term Report
    • A4 portrait, 154 pages (same specifications as above)

All materials must be new, archival-quality, and delivered fully bound and finished to The Presidency’s offices in Pretoria.

Mandatory Submission Requirements

To be considered, bidders must submit:

  • A detailed pricing schedule with unit price, VAT (15%), and total amount
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Completed Standard Bidding Document 4 (SBD 4 – Declaration of Interest)
  • Evidence of similar government or institutional report printing experience

All documents must be uploaded in PDF format via the eTenders portal.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated.
