The Special Investigation Unit (SIU) has issued a Request for Quotation (RFQ) under reference number RFQ 220 2025/26 for the appointment of one qualified Land Surveyor/Property Evaluator to conduct technical assessments of 25 land parcels as part of ongoing forensic investigations into state asset acquisitions. The assignment will span three months, with a maximum of 480 hours of work, and requires the successful candidate to deliver detailed valuation reports, cost analyses, and expert testimony if required. Submissions must be emailed by 11:00 on Monday, 9 February 2026, to rfq@siu.org.za.
This is a time-sensitive, high-impact opportunity for licensed professionals with expertise in land evaluation, cadastral surveying, and public sector forensic support.
Scope of Work: Forensic Land Evaluation for State Asset Investigations
The appointed expert will:
- Review case files, title deeds, zoning regulations, and feasibility studies related to 25 land acquisitions
- Conduct site inspections and geospatial analysis to verify boundaries, usage, and development potential
- Perform value-for-money assessments and quantify financial losses suffered by the state
- Prepare comprehensive technical reports with supporting evidence for use in legal proceedings
- Provide expert witness testimony in court or disciplinary hearings, as required
All work must comply with the Deeds Registries Act, Spatial Planning and Land Use Management Act (SPLUMA), and SIU investigative protocols.
Mandatory Qualifications and Experience
Bidders must demonstrate:
- Valid registration as a Professional Land Surveyor with the South African Geomatics Council (SAGC)
- Minimum three (3) years’ experience in land evaluation, property valuation, or cadastral surveying
- Proven track record in public sector, forensic, or litigation-support assignments
- Ability to operate independently in Gauteng, with own transport and equipment
- Submission of CVs for proposed personnel using the provided Annexure A template
Joint ventures are not permitted; only individual practitioners or single-entity firms may apply.
Evaluation Criteria: Technical Competence and Compliance
Quotations will be assessed based on:
- Technical methodology and understanding of SIU’s mandate
- Relevant experience in land-related forensic investigations
- Clarity and completeness of CVs and supporting documentation
- Compliance with all mandatory requirements
Price is not the primary factor—the SIU prioritises expertise, credibility, and availability. However, a firm, all-inclusive hourly rate (inclusive of VAT, travel, and subsistence) must be provided.
