The Limpopo Department of Agriculture and Rural Development has issued an open Request for Bid under reference number ACDP 24/19 for the appointment of a service provider to render comprehensive catering services, including the leasing and operation of the kitchen and tuck shops, at Tompi Seleka College of Agriculture for a period of three (3) years. The contract supports learners, farmers, staff, and visiting groups with nutritious meals and retail services in a high-demand educational environment. Submissions must be delivered in hard copy by 11:00 on Tuesday, 24 February 2026, to the Department’s offices in Polokwane.

This is a strategic opportunity for experienced food service operators to manage a multi-outlet campus catering operation with consistent daily demand.

Scope of Services: Full-Scale Campus Catering and Retail Operation

The successful service provider will:

  • Operate the main kitchen (294 m²) and dining hall (612 m²)
  • Manage two tuck shops (45 m² and 75 m²) located near student residences and training facilities
  • Provide breakfast (06:30–07:30), lunch (13:00–14:00), and dinner (18:30–19:30) for learners, staff, and farmers
  • Stock and sell approved food items, beverages, and essentials in the tuck shops from 07:00 to 20:00
  • Maintain hygiene, safety, and compliance with food regulations and college policies
  • Pay monthly rental fees: R5,451 for the kitchen and R1,090 per tuck shop (subject to annual tariff adjustments)

All food must meet nutritional standards, and no alcohol or unapproved medicines may be sold on premises.

Mandatory Requirements and Documentation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Proof of experience in institutional or campus catering (minimum 2 years)
  • Company profile, including meal preparation capacity and staffing plan
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Incomplete or non-compliant submissions will be disqualified.

Evaluation Criteria: 80/20 Preferential Procurement System

Bids will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only responsive, complete, and compliant bids will be evaluated.
