The Department of Trade, Industry and Competition (dtic) has issued a Request for Quotation (RFQ) under reference number DTIC/RB/DL/NC/2026 for the delivery of digital literacy training to 100 unemployed South Africans in the Northern Cape. The programme aims to equip beneficiaries with foundational digital skills to enhance employability, entrepreneurship, and participation in the digital economy. Submissions must be emailed by 16:00 on Friday, 13 February 2026, with technical and financial proposals sent to separate addresses.

This is a time-sensitive opportunity for accredited training providers with experience in public sector skills development.

Programme Objectives: Building Digital Inclusion in the Northern Cape

The initiative responds to national priorities around digital transformation and youth unemployment. Selected trainees will receive hands-on instruction in essential computing competencies, enabling them to access online job platforms, e-government services, and remote work opportunities. All training must be delivered in person, across 5-day sessions accommodating 20–25 learners per cohort.

Scope of Work: Comprehensive, Face-to-Face Digital Skills Delivery

The successful service provider will:

  • Deliver five-day digital literacy courses covering computer hardware, software, internet safety, email, and basic productivity tools
  • Provide training manuals, assessments, stationery, and laptops for facilitators
  • Recruit and enrol 100 unemployed beneficiaries in the Northern Cape
  • Offer refreshments or stipends to encourage attendance and completion
  • Issue certificates of completion aligned with SAQA or SETA standards
  • Submit post-training reports on attendance, assessment outcomes, and learner feedback

All sessions must be held within the Northern Cape province.

Mandatory Requirements and Documentation

Bidders must submit:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN
  • B-BBEE Certificate or sworn affidavit
  • Proof of at least three (3) similar digital literacy projects (with reference letters)
  • CVs of qualified facilitators with relevant certifications
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Joint ventures must ensure all partners meet these criteria.

Evaluation Criteria: Functionality and 80/20 Preference System

Proposals will be assessed in two stages:

  1. Functionality Review: Based on methodology, facilitator expertise, recruitment plan, and past performance
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80)
    • 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)

Only complete, responsive, and compliant submissions will be evaluated.
