The Department of Public Works and Infrastructure (DPW) has issued an open Request for Bid under reference number H25/008PF to establish a pre-qualified panel of service providers for Total Facilities Management (TFM) services across multiple government sites in Gauteng and nationally. The contract will run for sixty (60) months and requires integrated delivery of hard and soft facility services, including maintenance, cleaning, security, landscaping, and energy management. Submissions close at 11:00 on Friday, 20 February 2026.

A compulsory briefing session will be held on 10 February 2026 at 11:00 at Telkom Towers North, Pretoria Central—attendance is mandatory for all bidders.

Comprehensive Scope: Integrated Total Facilities Management

The appointed panel will deliver end-to-end TFM services, including:

  • Hard Services: HVAC, electrical, plumbing, fire systems, lifts, and building fabric maintenance
  • Soft Services: Cleaning, waste management, pest control, landscaping, and reception support
  • Energy & Sustainability Management: Water and electricity monitoring, green building compliance
  • Helpdesk & Reporting: 24/7 call centre, work order tracking, and performance dashboards
  • Compliance & Safety: Adherence to OHS Act, COIDA, and municipal by-laws

Services will be delivered under a performance-based contract with KPIs and monthly scorecards.

Mandatory Requirements and Documentation

Bidders must submit:

  • Valid CIDB registration appropriate for the scope
  • Proof of registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN and COIDA Letter of Good Standing
  • B-BBEE Certificate (SANAS-accredited) or sworn affidavit
  • Three verifiable TFM references (minimum R20 million value each) over the past five years
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
  • CAFM system implementation plan and green building strategy

Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.

Two-Stage Evaluation with 65% Functionality Threshold

Bids will undergo rigorous assessment:

  1. Functionality Evaluation (100 points):
    • Company Experience: 5 points for 5+ TFM contracts
    • Project Value: Up to 5 points based on contract size (R80m+ = 5 pts)
    • TFM Proposal: 20 points for mobilisation, maintenance, CAFM, sustainability, and quality plans
    • Minimum 65 points required to proceed
  2. 80/20 Preferential Procurement Scoring:
    • 80 points: Price (lowest compliant = 80)
    • 20 points: Specific Goals (Black ownership, locality, women/youth inclusion)

Only bidders meeting the functionality threshold will be considered for award.
