The Moqhaka Local Municipality in the Free State has issued an open Request for Bid under reference number 2/2/005/2025-26 for the appointment of a panel of up to three (3) service providers to supply and deliver laptops, desktops, monitors, and accessories on an “as and when required” basis over a 36-month period. The contract supports municipal digital transformation, staff productivity, and service delivery modernisation. Submissions must be delivered in hard copy by 12:00 on Tuesday, 10 March 2026, to the Municipal offices in Kroonstad.
A compulsory briefing session will be held at the Allen Rautenbach Hall, Moqhaka Local Municipality, Hill Street, Kroonstad—attendance is mandatory for all bidders.
Scope of Supply: Comprehensive ICT Hardware with On-Site Warranty
The successful panel members will supply a range of certified, new ICT equipment, including:
- Laptops and notebooks (10 specified types, e.g., business-grade, rugged, high-performance)
- Desktop workstations (4 configurations)
- Monitors (2 sizes/types)
- Accessories: Pro Series backpacks, sling bags, docking stations, and peripherals
All items must include a minimum 3-year on-site warranty, comply with SANS/SABS standards, and be sourced from authorised distributors. Deliveries will be made on a rotational basis among panel members.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Three or more verifiable client references for similar ICT hardware supply contracts (each with contact details)
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
- Proof of authorised reseller status from major OEMs (e.g., Dell, HP, Lenovo)
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Experience-Based Scoring and 80/20 System
Bids will be evaluated in two stages:
- Experience Assessment (60 points):
- 5+ reference projects: 5 points
- 4 projects: 4 points
- … down to 1 project: 1 point
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black ownership, locality within Moqhaka, women/youth ownership)
Only bidders scoring at least 1 point in experience will proceed to price evaluation.
