City of Mbombela Seeks Caterer for Strategic Planning Session

The Mbombela Local Municipality in Mpumalanga has issued a Request for Quotation (RFQ) under reference number COM08/2026 for the provision of professional catering services during its Strategic Planning Session, scheduled to take place from 16 to 19 February 2026 at Mbombela Stadium. The event will host municipal officials and stakeholders over four consecutive days, requiring high-quality meals, refreshments, and seamless service delivery. Submissions must be delivered in hard copy by 11:00 on Tuesday, 3 February 2026, to the Mbombela Civic Centre.

This is a short-term, high-impact opportunity for experienced caterers to support a key governance event in the region.

Event Overview: Supporting Municipal Strategy Development

The Strategic Planning Session is a critical annual gathering where municipal leadership aligns on priorities, budgets, and service delivery goals for the year ahead. Catering services are essential to maintaining participant focus, energy, and engagement throughout the intensive four-day programme.

Scope of Catering Services

The successful service provider will deliver:

  • Daily breakfast, lunch, tea/coffee breaks, and bottled water for up to 100 attendees
  • Professional food presentation, serving equipment, and disposable or reusable tableware
  • Dietary accommodation (vegetarian, diabetic-friendly, and allergy-conscious options)
  • On-site setup, service staff, and cleanup before and after each meal
  • Compliance with food safety, hygiene, and Halaal standards (where applicable)

All meals must be freshly prepared, delivered on time, and served in a professional manner suitable for a formal municipal function.

Mandatory Submission Requirements

To be considered, quotations must include:

  • A completed pricing schedule with unit costs, VAT (15%), and total amount
  • Valid SARS Tax Compliance PIN or clearance certificate
  • Proof of registration on the Central Supplier Database (CSD)
  • B-BBEE Certificate or sworn affidavit (required to claim preference points)
  • Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
  • Company profile and evidence of experience in corporate or government event catering

Quotations must be submitted in hard copy only—no email, fax, or postal submissions will be accepted.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

Only complete, responsive, and compliant submissions will be evaluated. All pricing must be firm, all-inclusive, and valid for 30 days from the closing date.
