The North West Department of Agriculture and Rural Development (DARD) has issued an open Request for Bid under tender number 13 DARD 15/2025 for the refurbishment of the piggery unit at Potchefstroom College of Agriculture (PCA). This project supports the Comprehensive Agricultural Support Programme (CASP) and aims to modernise training infrastructure for emerging farmers in animal production. The scope includes civil, electrical, plumbing, and safety upgrades across the existing facility. Submissions close at 11:00 on Monday, 9 February 2026.
A compulsory site briefing will be held on 22 January 2026 at 11:00 at the Potchefstroom College of Agriculture. Attendance is mandatory for all bidders.
Project Scope: Integrated Civil and Electrical Refurbishment
The successful contractor will execute a comprehensive refurbishment of the piggery unit, including:
- Civil Works: Removal and replacement of concrete slats, masonry walls, plastering, roofing, guttering, and joinery
- Electrical Installations: New LV distribution board, cabling, lighting, sockets, and emergency systems
- Plumbing & Sanitation: Sewer line excavation, pipe replacement, and water reticulation
- Safety & Compliance: Provision of PPE, medical aid kits, safety files, and adherence to OHS Act and Construction Regulations
- Site Management: Office accommodation, ablution facilities, security, and waste removal
All work must comply with SANS standards, SABS 1200, and environmental regulations.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid CIDB registration appropriate for the scope
- Proof of registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- COIDA Letter of Good Standing
- Company profile, audited financial statements, and VAT registration
- Three verifiable project references for similar agricultural or civil construction projects
- Completed SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Joint ventures must provide a notarised agreement and ensure all partners meet the criteria.
Evaluation Process: Functionality and 80/20 Preference System
Bids will be evaluated in three stages:
- Administrative & Technical Compliance: Verification of mandatory documents
- Functionality Assessment: Based on methodology, experience, resource capacity, and project understanding
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: B-BBEE status level and specific goals (women, youth, disability ownership)
Only bidders meeting the functionality threshold will proceed to price evaluation.
