The North West Department of Health (NWDOH) has issued an open Request for Bid under reference number NWDOH 01/2026 for the distribution of pharmaceutical and surgical supplies from Mmabatho Medical Stores to thirty-one (31) health facilities across the province. This critical logistics contract spans four (4) years and requires a reliable, compliant, and well-resourced service provider capable of ensuring timely, temperature-controlled, and secure delivery of life-saving medical products. Submissions must be delivered in hard copy by 11:00 on Friday, 13 February 2026, to the Department’s offices in Mmabatho.
This is a strategic opportunity for experienced logistics and cold-chain transport providers to support public health infrastructure in the North West Province.
Scope of Work: Province-Wide Medical Logistics Network
The successful bidder will manage end-to-end distribution across four districts—Dr Kenneth Kaunda, Dr Ruth Segomotsi Mompati, Ngaka Modiri Molema, and Bojanala—including:
- Loading of stock at Mmabatho Medical Stores
- Transportation to 31 designated health facilities on a bi-weekly schedule
- Unloading and handover of goods with full documentation
- Return of unused stock, expired items, and paperwork to Mmabatho
- Provision of emergency and urgent deliveries as required
Routes include gravel roads, requiring vehicles to be loaded and secured to prevent damage during transit.
Mandatory Vehicle and Compliance Requirements
Bidders must provide and maintain a dedicated fleet, including:
- 3 x 2-ton vehicles
- 4 x 4-ton vehicles
- 2 x 8-ton vehicles
All vehicles must:
- Be equipped with GPS tracking devices (accessible to NWDOH on request)
- Be used exclusively for transporting medical and surgical supplies
- Comply with temperature and humidity monitoring where required (e.g., for vaccines or biologics)
- Undergo transport validation for summer and winter conditions, with route profiling and sensor data submitted
Subcontracting is strictly prohibited.
Technical and Administrative Documentation
To be considered, bidders must submit:
- Valid Central Supplier Database (CSD) registration
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit
- Detailed fleet list with registration, capacity, and tracking capability
- Proof of experience in pharmaceutical or healthcare logistics
- Completed Standard Bidding Documents (SBD 4 and SBD 6.1)
- Service Level Agreement (SLA) outlining response times, breakdown protocols, and penalties
All documents must be sealed in an envelope clearly marked with the tender number and company name.
Evaluation and Contractual Conditions
Bids will be evaluated based on:
- Compliance with technical specifications
- Fleet readiness and geographic coverage
- Price competitiveness
- B-BBEE status and specific goals
The Department reserves the right to:
- Award the contract in whole or in part
- Conduct due diligence inspections before or during the contract
- Apply penalties for non-performance as defined in the SLA
- Adjust delivery schedules or add new facilities during the term
The contract will be governed by the General Conditions of Contract (GCC) and NEC3 Engineering & Construction Contract principles.
