The Air Traffic and Navigation Services Company Limited (ATNS) has issued a Request for Quotation (RFQ) under reference number ATNS/RFQ-FAOR-PPE/2411/2025 for the supply and delivery of Personal Protective Equipment (PPE) to the ATNS Control Centre at OR Tambo International Airport. The contract will operate on an “as and when required” basis for a period of three (3) years, ensuring frontline air traffic personnel have access to certified, compliant safety gear. This is a critical procurement supporting occupational health, safety, and operational continuity in one of Africa’s busiest aviation hubs.
Scope of Supply: Certified PPE for Aviation Safety Personnel
The successful supplier will deliver a defined list of PPE items, including but not limited to:
- High-visibility reflective vests and jackets
- Safety helmets and hard hats
- Protective gloves (cut-resistant, chemical-resistant)
- Safety goggles and face shields
- Ear protection (earmuffs and plugs)
- Respiratory masks and dust filters
- Steel-toe safety boots
All items must comply with SABS or equivalent international standards and be suitable for use in high-risk aviation environments. Deliveries must be made promptly upon request to the ATNS Control Centre, Gate 14, OR Tambo International Airport.
Mandatory Compliance and Documentation Requirements
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD) with full CSD report
- SARS Tax Compliance PIN or printed tax clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Proof of Gauteng locality (e.g., municipal bill, lease agreement, or MoU with local partner)
- Product certifications (SABS, ISO, or equivalent) for all PPE items offered
- Completed SBD 4 (Disclosure) and SBD 6.1 (Preference Points Claim) forms
Failure to provide any mandatory document will result in automatic disqualification.
Evaluation Criteria: 80/20 System with Local Preference
Quotations will be evaluated using the 80/20 Preferential Procurement system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 10 points: Black ownership (≥51%)
- 5 points: Women or youth ownership
- 5 points: Locality – proof of presence in Gauteng Province
All preference claims must be substantiated with supporting documentation. ATNS reserves the right to test product quality post-award.
