The Gauteng Enterprise Propeller (GEP) has issued a Request for Quotation (RFQ) under reference number GEP RFQ-02-2026 for the provision of comprehensive Sage Pastel Accounting System services. This includes system optimisation, user training, advanced reporting, and ongoing technical support to enhance financial management capabilities across GEP’s operations. The successful service provider will work closely with finance teams, management, and auditors to ensure seamless, compliant, and efficient use of the Sage Pastel platform. This is a strategic opportunity for certified Sage Pastel partners and experienced ERP consultants to deliver high-impact financial systems support in a dynamic public-sector environment.

Scope of Services: End-to-End Sage Pastel Support and Enhancement

The appointed consultant will deliver a full suite of services, including:

  • System configuration and performance optimisation for Sage Pastel Evolution or Xpress
  • User competency development through structured, role-based training sessions
  • Advanced reporting solutions using Sage Intelligence Reporting (SIR)
  • Ongoing remote and on-site technical support, including troubleshooting and updates
  • Documentation and knowledge transfer to internal teams

All services must align with GEP’s financial policies, audit readiness standards, and operational workflows.

Mandatory Requirements and Qualifications

Bidders must meet the following essential criteria:

  • Valid registration as a Sage Pastel Partner with proven expertise in Evolution or Xpress
  • Demonstrable experience supporting public sector or government entities
  • Submission of at least three verifiable client references from the past five years, including contact details and scope of work
  • A detailed methodology, team structure with CVs, and proposed service level agreements (SLAs)
  • Proof of CSD registration and SARS Tax Compliance PIN
  • Completed SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim) forms

Proposals lacking any of these elements will be disqualified.

Evaluation Criteria: 80/20 Preferential Procurement System

Quotations will be scored using the 80/20 system under the PPPFA Regulations 2022:

  • 80 points: Price (lowest compliant quote = 80; others scored proportionally)
  • 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership

All pricing must be firm, all-inclusive (VAT), and valid for 90 days from the closing date. GEP reserves the right to negotiate with shortlisted bidders.
