    Rand Water Tender: Fence, Gate & Road Maintenance

    Rand Water has issued a Request for Quotation (RFQ) under reference number 10417023 for the maintenance of concrete and steel palisade fencing, gate motors, and road infrastructure at various operational sites across Gauteng. The contract will operate on an as-and-when-required basis for a period of twelve (12) months, ensuring ongoing site security, access control, and road integrity. Submissions must be completed exclusively via Rand Water’s Online Bids Application by 16:00 on Monday, 26 January 2026.

    This tender is open to qualified, CIDB-registered contractors with proven experience in civil maintenance, fencing, and electromechanical systems.

    Scope of Work: Fencing, Gate Motors, and Road Repairs Across Multiple Sites

    The selected contractor will be required to supply all labour, materials, tools, and equipment to execute maintenance tasks at various Rand Water locations, including Reitvlei, Zwartkopjes, and Vereeniging. Key deliverables include:

    • Welding, replacement, and repainting of steel and concrete palisade fencing
    • Repair or replacement of gate motors, remote controls, and access mechanisms
    • Restoring washing lines, signage, and perimeter security infrastructure
    • Patching and resurfacing of damaged roads and access routes
    • Prime and repaint existing gates and fencing to prevent corrosion

    All work must comply with SANS 10400, Occupational Health and Safety Act, and Rand Water’s site-specific safety protocols. No work may commence without prior written authorization from Rand Water’s site representative.

    Mandatory Compliance and Pre-Qualification Requirements

    Bidders must submit the following to be considered:

    • Valid CIDB Contractor Registration Certificate
    • COIDA Letter of Good Standing from the Department of Labour or accredited insurer
    • Detailed project programme in Gantt chart format, aligned with Rand Water’s operational timelines
    • Company organogram and list of proposed team members (internal and external)
    • Inventory of owned or leased plant/equipment relevant to fencing and roadworks
    • Records of at least three similar completed projects in the last five years
    • CSD registration number and proof of SARS tax compliance

    Joint ventures must ensure all partners are CIDB-registered and submit a joint CSD profile.

    Three-Stage Evaluation with 70% Functionality Threshold

    Rand Water will evaluate submissions through a structured three-phase process:

    1. Pre-Qualification & Responsiveness Check: Verification of mandatory documents
    2. Functionality Evaluation (100 points):
      • Human Resource Capacity (25 pts)
      • Equipment & Resource Readiness (25 pts)
      • Past Performance & Safety Record (25 pts)
      • Project Programme Quality (25 pts)
      • Minimum 70 points required to advance
    3. Price and Preference Scoring:
      • 80 points for price (lowest compliant bid = 80)
      • 20 points for B-BBEE status level (Level 1 = 20 pts, Level 2 = 18 pts, etc.)

    Rand Water reserves the right to apply a financial tolerance range to eliminate unrealistically priced bids.

    • Bid Validity: 12 weeks from closing date
    • No briefing session will be held
    • Email, fax, postal, or late submissions will not be accepted

    All pricing must be in South African Rand (ZAR), inclusive of VAT, and based on actual quantities executed. Payment will be made only for verified, completed work.
